He is known as an innovative and collaborative leader who works effectively with others to get big things done.
Most recently, Kevin served for six years as Deputy Comptroller and Chief Information Officer at the NYS Office of the State Comptroller (OSC). Major IT projects while at OSC included oversight of a new statewide financial management system, implementation of an award-winning Open Government website (OpenBookNY) and upgrade of the State’s payroll system.
The OSC IT Transformation Initiative included consolidation of a decentralized IT organization, implementation of a highly-effective IT governance process and development of an innovative new operating model. The new OSC IT organization is known for being collaborative, responsive, efficient and customer-centric. The IT Governance model Kevin implemented at OSC received a Best of NY Award from the Center for Digital Government in 2009, and Kevin received the NYS CIO of the Year Award from that organization in 2013, in recognition of his achievements at OSC and throughout his career.
Prior to joining OSC, Kevin worked with government clients as an Associate Partner at IBM, including roles as Executive Consultant to various IT leaders in the US and abroad. Until October 2000, he was CIO for the NYS Department of Taxation and Finance (DTF), where he oversaw the modernization of tax systems and the restructuring of the DTF IT organization. Working previously for the NYS Governor’s Office for Technology, he managed the consolidation of State Data Centers, earning the Service Excellence Award from the NYS Forum for Information Resource Management.
