The Digital Government Achievement Awards (DGAA) recognize outstanding agency and department Web sites and projects at the application and infrastructure level. ALL United States and international GOVERNMENT AGENCIES - all levels and all countries - may enter their actively functioning, fully operational applications and projects. The contest is held concurrently with the Best of the Web Awards (BOW) contest which has recognized excellence of official Web portals of United States cities, counties and states for the past 15 years. Nominations for both contests can be made March 1 – May 1 annually. The winners' workshop and awards presentation gala are held each September.

The 2002 Best of the Web winning sites were selected based on; A visible privacy statement, Actual online services, A written policy and / or program demonstrating your implementation or plan to implement Web accessibility standards, such as the W3C Level One guidelines or Section 508 accessibility standards.

Close to 400 state and local government Web sites were judged on the following; Innovation and use of Web-based online technology to deliver government services; Efficiency or time saved. Amount of time saved internally - agency operations; Time saved for the citizen; ability to handle a complete transaction for service or business online and amount of information available.
