Kevin Belden has 35 years of experience working in and for a variety of government entities, in capacities ranging from organizational analysis and budgeting to information technology leadership.  Never happy with the status quo, throughout his career he has led multiple initiatives aimed at fundamentally improving the performance of key government functions and enhancing organizational capabilities.  He is known as an innovative and collaborative leader who works effectively with others to get big things done.

Most recently, Kevin served for six years as Deputy Comptroller and Chief Information Officer at the NYS Office of the State Comptroller (OSC).  At OSC, he transformed information technology into a valued strategic resource, operating through an innovative shared-service model that includes an IT service portfolio, service pricing and an internal market economy that puts IT purchase decisions in the hands of customers and balances resources and expectations.  Major IT projects while at OSC included oversight of a new statewide financial management system, implementation of an award-winning Open Government website (OpenBookNY) and upgrade of the State’s payroll system.

The OSC IT Transformation Initiative included consolidation of a decentralized IT organization, implementation of a highly-effective IT governance process and development of an innovative new operating model.  The new OSC IT organization is known for being collaborative, responsive, efficient and customer-centric.  The IT Governance model Kevin implemented at OSC received a Best of NY Award from the Center for Digital Government in 2009, and Kevin received the NYS CIO of the Year Award from that organization in 2013, in recognition of his achievements at OSC and throughout his career.

Prior to joining OSC, Kevin worked with government clients as an Associate Partner at IBM, including roles as Executive Consultant to various IT leaders in the US and abroad.  Until October 2000, he was CIO for the NYS Department of Taxation and Finance (DTF), where he oversaw the modernization of tax systems and the restructuring of the DTF IT organization.  Working previously for the NYS Governor’s Office for Technology, he managed the consolidation of State Data Centers, earning the Service Excellence Award from the NYS Forum for Information Resource Management.  

Kevin served on, and chaired for three years, the IRS’ Electronic Tax Administration Advisory Committee (ETAAC), and has testified before Congress and the IRS Oversight Board on various electronic tax administration issues.  He holds a Bachelor’s Degree from Union College and an MPA from the State University of New York Graduate School of Public Affairs.
