Budget Priorities: Building Nimble & Effective Emergency Response

A major focus of the Homeland Security FY08 budget request is to deter and respond to acts of terror or other disasters. Funding is requested to strengthen FEMA, support state and local preparedness, and deliver ample support to all state and local first responder organizations.

Emergency responders in Texarkana, Texas, participate in a full-scale exercise of the community's preparedness for responding to terrorism incidents involving weapons of mass destruction.


Remaining in a state of readiness is crucial to the Department's ability to deter and respond to acts of terror or other disasters. The FY 2008 funding requests will strengthen the Department's ability to build an effective emergency response system and culture of preparedness.
