Guam Governor Felix P. Camacho today signed PL 29-33 which prohibits the use of electronic voting machines until the Guam Election Commission fulfills all requirements set by law.
Earlier versions of the bill outlined requirements, saying that equipment must have an auditable paper trail, the equipment must be tested and certified as secure, that staff training has occurred, and that an island-wide education program for voters must be carried out so that use of the machines will be "no more problematic" than using paper ballots.
