Enforcement Wireless Computing Solution generates $4.7 million return on investment within 60 days

Building an application that has a $4.7 million return on investment after only 60 days is the kind of technology project just about any state could use -- especially in today's fiscally challenged environment. This is exactly what happened when the Texas Comptroller of Public Accounts implemented its wireless tablet PC solution, called the Enforcement Wireless Computing Solution, which allows the group to increase their effectiveness in collecting delinquent taxes.

The new solution allows CPA enforcement officers to have real-time access to all of the case and taxpayer information they need to be more productive in the field each day.

Developed on a $1.5 million budget by Adea Solutions using Sybase technology and Software AG products, the system offers a mobile solution for the field enforcement officers that manage their daily caseload of delinquent taxpayers. The officers have all of the tools they need to perform their collections work and properly service the taxpayer's case record.

The solution also allows officers to collect the delinquent tax and issue a printed receipt at the taxpayer location, as well as provide all of the case history and actions previously taken on the account. Officers are able to be well prepared for each taxpayer interaction and have up-to-the minute status on the taxpayer's account.

The system provides functionality for handling unscheduled taxpayer visits and canvassing events such as trade show and flea markets. This feature allows officers to on-the-spot checks of a taxpayer's delinquency status and collect immediately if delinquent.

The system is beneficial as it reduces paperwork, multiple trips to the taxpayer and increases the amount of field time an officers spends each day. Additionally, it eliminates duplicate data entry, and it directly updates the mainframe and imaging system with all collected data and documents.

"The project has been successful from a couple of different angles," said Steve Hall, managing consultant at Adea Solutions. "It provided great return on investment for the Comptroller of Public Accounts. They money they invested in building the application and deployment was returned to them within the first 30 days of deployment. In fact, in the first 60 days they had $4.7 million in additional revenue generated.

"Secondly, the value it adds to the people using the solution has been equally as great," he said. "They now have an excellent tool for having information available at their fingertips. And the accuracy of the information allows them to serve taxpayers more quickly and efficiently, and bring more money into the state."
