"Our goal is to be easy to do business with for our businesses and citizens," said Russ Saito, state comptroller, director of the Department of Accounting and General Services, and chair of the Access Hawaii Committee. "We see online services as a key to state productivity and improved public service. Through our partnership with NIC, we are able to offer this at no up-front cost to taxpayers."
NIC signed its original multi-year contract with Hawaii in 2000. The state of Hawaii issued a competitive bid for eGovernment portal services in August 2007 and the contract was awarded again to NIC. The new contract was approved by the Department of Accounting and General Services and went into effect in January 2008. The agreement runs through January 2013 and includes multiple three-year renewal options.
Hawaii uses the NIC self-funded solution to provide eGovernment services at no upfront cost to citizens and businesses. In the past eight years, NIC has worked with more than 25 state agencies to develop more than 50 interactive government services.
Maine
The state of Maine has signed a new four-year contract with NIC to manage its official government portal. The agreement runs through March 2012 and includes renewal options that could extend the contract through 2018.
Maine uses a self-funded solution to provide eGovernment services. Since 1999, more than 10.2 million eGovernment transactions have been processed in Maine since 1999, and nearly 2 million transactions were supported by the portal last year.
"Maine continues to lead in providing more efficient ways for our businesses and citizens to interact with the state," said Richard Thompson, CIO. "Through our partnership with NIC, Maine.gov is able to offer more than 375 services to improve public access to government services and information."
Included among Maine.gov's suite of online services is the nation's first online service that enables citizens to contribute online with a credit card to a candidate in their voting district who is seeking to qualify for clean election funds. In addition, the portal offers vehicle, ATV, and snowmobile registration; hunting and fishing licenses; burning permits; professional license renewal for more than 41 professions; uniform commercial code filings; corporate annual report filings; traffic violation payments; public criminal records and more.
Maine has consistently been recognized for its eGovernment efforts with 15 national awards in just eight years, including 10 top-five rankings in the annual Best of the Web competition and Brown University eGovernment Survey.
