Having served in the Army as an infantry officer you see people come and go all the time. There are ups and downs in organizations as key people depart. In combat if some one becomes a casualty, another person must step-up and takes their leadership position. The second part of the quote is about how everyone contributes. In an activated Emergency Operations Center (EOC) you might be making coffee, arranging for food service and that there is toilet paper in the bathrooms, these are hardly, "not important" duties to the functioning of the facility and its staff. The big thing is to contribute where you are!
