Today it was announced that the Republican bill that will be voted on in the Senate will have an "artificial sweetener" added to make the bill somewhat enticing to those who might otherwise be inclined to vote against it.

The "Splenda" in this case is $12.7B in disaster recovery funding for the significant disasters that occurred in 2018. This really is not new. To get people to vote for "unpleasant" issues, there have been other instances of throwing disaster funding into a bill. Electeds don't want a record of voting against disaster funding that would be otherwise going to their constituents in disaster zones.
