He has been a senior consultant at the Naval Postgraduate School, Center for Homeland Defense and Security since 2007 and was a vice president at ICF International from 2006 to 2008. Fukutomi was a federal coordinating officer at the Federal Emergency Management Agency and the Department of Homeland Security from 1998 to 2005. He is a board member of Pier Into the Future.
