Transportation Exercise Handbook

This is a new and comprehensive resource for people doing exercises.

Frannie Edwards, one of the co-authors of the publication described below sent me the following information on a new exercise tool that you might find helpful for any type of exercise you are involved in designing.  It has a focus on transportation which I strongly believe is "the" critical infrastructure to be restored following an earthquake (yes, even before communications).  I know there are many who would disagree with me.  Be that as it may--see the information and links below:




There is a new Mineta Transportation Institute report, Exercise Handbook, (252 pages) with a focus on Department of Homeland Security (DHS) requirements for exercises and exercise implementation.   

 

This is a two part resource:  

 

The Part I of the report contains an analysis of the changes to DHS doctrine since the PPD-8 was issued, including changes to HSEEP, core capabilities and training requirements.

 

Part II is a comprehensive exercise handbook focused on the transportation sector, but useful for anyone who has to create and implement exercises. It is organized on a project management system approach, and includes checklists for every HSEEP exercise type, as well as scenarios for each type of exercise.
