Arizona CIO J.R. Sloan has been a hard-charging advocate for making technology pull its weight in state government since taking over in 2019.
The efforts of Sloan and his team at the Arizona Strategic Enterprise Technology (ASET) Office were perhaps most noticeable during the COVID-19 pandemic, when the state’s critical investments in cloud technology paid dividends. At the time, Sloan called the move “the single largest transformational initiative” of the last few years. That consolidation — which narrowed the footprint of 90 official and unofficial data centers spread across the state to two major locations and the cloud — enabled a quick transition to the remote work needs of some 90 state agencies. “Everyone had cloud-based tools for collaboration and virtual meetings. Moving quickly on cloud technologies really positioned us well for that transition,” he told GovTech in October 2020. The state’s trust-but-verify approach to IT shows prominently in how it vets cloud vendors through the AzRAMP process and its participation in the larger-scale StateRAMP initiative, an effort Sloan undertook a leadership role in crafting.
Where government work intersects with the public, Sloan has been a force for progress. In 2021, he reported that the state’s resume of digital services had reached 266 — the equivalent of 550,000 transactions worth $147 million. Similarly, the creation of a new e-licensing platform streamlined access to professional licensing. In 2020, the state earned an A- grade for these efforts in the Digital States Survey* under Sloan’s leadership.

She is also one of 2024’s RETHINK Retail’s Top Retail Expert and a LinkedIn Top Voice in Public Speaking 2023. She has appeared on Bloomberg, ABC, CBC, CCTV, Techcrunch, Retail Asia, Wired, and The Next Web. She is the author of the book, Ecommerce Reimagined. Sharon has an Honors Bachelor’s degree in International Development from McGill and a Masters in Information and Knowledge Strategy from Columbia University.

Erin Carr-Jordan, Ph.D. is the President/CEO of the Digital Equity Institute, Head of Social Impact at ASU, and Head and Co-PI ASU ADVANCE. She has nearly two decades of leadership experience including roles as faculty, department chair, National Director, and Associate Dean. In addition to her work in academia, she is the founder and CEO of a youth-focused mental health tech company and CEO of a research and consulting firm focused on health, sustainability, and public policy. Dr. Carr-Jordan uses educational psychology and human-centered design to architect and drive large-scale, data-driven, multi-sector initiatives that improve equity and equality in the human experience. She is the creator of the SDG Notification system currently used by heads of state and parliamentarians in 70+ countries and the co-lead of ASU’s SDG5 task force. She was a delegate at COP21, serves on several state boards, and is an executive signatory of the UN Global Compact.

Dan Lippert is the CIO and Assistant Director of Arizona's Medicaid program, AHCCCS. He leads a team of 175 staff and manages the technology systems and infrastructure for over 2 million Medicaid enrollees. He supports systems for both Arizona and Hawaii Medicaid programs. He has 20 years of experience in various Medicaid and public sector IT roles, including systems development, data warehousing, security, networking, and help desk support. He won the State of Arizona IT Innovator Award and the Patriotic Employer Award, and he is a member of the Grand Canyon University Technical Advisory group. He previously worked at UnitedHealthcare before joining AHCCCS, and he has a Bachelor's degree from the University of Arizona.

Candace Hamana is an Indigenous alumnus of Arizona State University (ASU) with a deep commitment to education and cultural integration. Previously serving as a Tribal Liaison at the Arizona Commerce Authority, Candace advocates for tribal voices in policy and project development, notably in expanding universal broadband access and digital equity in Arizona. 
Her decade-long professional journey began in tribal lands, fostering partnerships and leading initiatives for Native American and Urban Indigenous communities. In her previous role as a Public Affairs Specialist with the Indian Health Service, Candace navigated the complexities of the COVID-19 pandemic, leading culturally sensitive information campaigns and reinforcing trust within the community. With a Master of Science in Digital Audience Strategy, Candace's education complements her professional experience, showcasing her readiness to uphold and expand ASU's engagement with tribal nations. 
Returning to ASU as the Director of Tribal Relations, Candace seeks to give back to the institution that shaped her academic and personal growth. She brings a blend of lived experience, cultural understanding, and professional expertise to a role that bridges education and community, aligning with ASU's legacy of inclusivity and respect for tribal traditions.

In 2016, Johnson ran for the Kansas House of Representatives in the Kansas City area. Johnson joined Softdocs in July of 2023 to help build their State and Local government division. His focus is on identifying partnerships and advancing Softdocs market presence in the State and Local Government sector. Rob is married and has four dogs (Ellie, Denver, Tucker, and Shelby). He and his wife, Lisa, love to travel. Rob is also a big fan of F1, the Kansas City Royals, and the Denver Broncos.

She is also a board member and advisor for the ArizonaCIO, Girls in Tech, the Arizona Technology Council, the Regional Wireless Consortium, Evanta, the Greater Phoenix Smart Region Consortium Connective, and the World Academy of Science, Engineering, and Technology. She holds a Master’s Degree in Computer Science, a Master’s Degree in American Studies, a Ph.D. in Educational Technology, a Postdoctorate in Management of Information Systems, and an Executive MBA from ASU's Thunderbird School of Global Management. Interim State Chief Information Security Officer, Department of Homeland Security, State of Arizona

Mr. Murray joined the Arizona Department of Homeland Security in July 2021 as Deputy Director over the Statewide Information Security and Privacy Office and currently serves as the Chief Information Security Officer for the State. He also previously served as the Chief Information Security Officer for the Arizona Department of Revenue for three and a half years.
In his current role, Deputy Director Murray provides tactical and operational leadership for Cyber Command, and strategic planning, facilitation, and coordination of cybersecurity efforts throughout the State.
Prior to joining the State in 2018, Ryan has worked in several public sector organizations throughout Arizona. He has nearly 20 years experience in IT and Information Security, is a Certified Information Systems Security Professional (CISSP), Certified Cloud Security Professional (CCSP) and holds a Bachelors in Cyber Security and Information Assurance from Western Governors University.
This year Mr. Murray looks forward to making progress on several key initiatives, including continued expansion of the Department’s Cyber Readiness Program for local cities, counties and schools, increased collaboration for cyber information sharing and collective defense across the State, and further developing the cybersecurity workforce through creative strategic partnerships.

As an executive government advisor, Carlos is a public sector data practice subject matter expert who specializes in helping organizations leverage data to make informed, actionable decisions. He also works with Chief Data Officers, Geospatial Information Officers, and other data leaders to develop mission-driven data programs.
Prior to joining Amazon Web Services (AWS), Carlos gained 27 years of experience in federal and state government and higher education. Carlos was the first Chief Data Officer for the Commonwealth of Virginia. During his tenure, he helped former-Governor Northam, his executive team, and public health and emergency management professionals respond to the COVID-19 pandemic by leveraging data-driven intelligence products to help keep Virginians safe.
In Virginia, Carlos developed a statewide data program that leveraged the data trust as the legal framework to facilitate data sharing across public and private entities. The data program featured a secure cloud-based data sharing platform as the technical implementation of the data trust. He also established a centralized entity resolution service mapping individuals across multiple data systems supporting longitudinal studies. Carlos also provided an enterprise reporting system to facilitate the development and delivery of data-driven intelligence products to internal and external stakeholders. Lastly, he implemented the governance structure which facilitated engagement among leaders across the organization from agency data stewards to state senators in the data conversation.
Carlos also served as Chief Data Officer and Chief Enterprise Architect for the US Department of Transportation’s Federal Transit Administration in Washington, D.C. Prior to these roles, Rivero worked at the National Oceanic and Atmospheric Administration’s Southeast Fisheries Science Center in Miami, Florida, as a physical scientist and as a research associate at the University of Miami’s Rosenstiel School of Marine and Atmospheric Science. This is where he developed a passion for geospatial information systems, ecological modeling, and data.
Carlos earned a Bachelor of Science degree in Environmental Studies from Florida International University. He received a Master of Science in Business Intelligence and Analytics from Saint Joseph’s University, focusing on database design, data management, business intelligence, big data, and data analytics.
Carlos enjoys traveling the US with his wife, daughter, and dogs in their RV and participates in outdoor activities everywhere he goes.

Ensuring this digital experience is at the top of the NASCIO priorities for 2024. In this fast-changing world, with soaring pressures to be constituent-centric, how can government keep up? How can government ensure digital equity and accessibility are embedded in their solutions? How will AI and new technologies enhance the digital experience while ensuring constituent privacy? This session will look to answer those questions and discuss what it takes to deliver government services safely, equitably and securely.

Parking

The Hyatt offers overnight guests a rate of $43 for valet services with in/out privileges and $33 for self-parking with in/out privileges.
Charges may be placed on the hotel room account and in/out passes may be picked up at the front desk of the hotel.
Guests requiring daily parking may self-park in the CHASE Garage on the corner of 2nd and Monroe Street for a discounted rate of $15/day.
Self-Parking daily validations can be picked up at the registration table on the day of the event.
