The Best of California Awards program was established to salute IT professionals in California state and local government and education organizations for their dedication, hard work and contributions. All government and education officials, executives and staff in California are invited to submit nominations. An Evaluation Committee will review submissions in the following categories and select recipients. All projects nominated must be live, production systems.

THERE ARE TWO SEPARATE ENTRY FORMS; CHOOSE EITHER LEADERSHIP OR PROJECT EXCELLENCE AND CLICK ON THE LINK BELOW (You may return and submit additional nominations at any time through the deadline.)

1) Nominations must be made by public sector/government/education officials, executives/managers or staff.

2) Please review the nomination categories and descriptions with appropriate staff and nominate your highest priority candidates. Nominations must be submitted with the approval of the organization's CIO or equivalent executive. All projects nominated must be live, production systems.

3) The online submission (and URLs listed within, such as for screen shots) is the complete entry. No additional documentation will be reviewed. The system accepts text only.

4) The recipients, as determined by the Evaluation Committee, will be recognized at a formal ceremony as part of the day-long Best of California event. A reception will immediately follow the ceremony.

Leadership in Management of Information Technology
The Leadership in Management of Information Technology award is available to technology managers who have staffed, planned and executed technology plans that align with their department or agency’s strategic business plan. The winner of this category will be judged on the basis of vision, leadership and support of IT throughout the agency/department and the entire jurisdiction with an emphasis on strategic alignment to the business plan.

Leadership in Solving Business and Policy Problems through Technology
The Leadership in Solving Business and Policy Problems through Technology award will be given to an agency/ department executive who does not work in an information technology department or division. The nominee must have demonstrated vision and leadership in solving business problems through the use of technology.

Excellence in Project Delivery
The Excellence in Project Delivery award will be presented to individual staff or managers who have shown extraordinary skill and responsibility in:

  • managing a specific technology-related initiative through all phases, from conceptualization to deployment, or
  • managing a series of projects or initiatives that collectively demonstrate a track record of leadership and expertise in project management.

The winner of this award will be determined on the basis of the overall success of the specific project(s), and the contribution to the advancement of project management, as well as the vision and leadership demonstrated.

Excellence in Rapid Project Delivery
The slow and deliberate processes of government often confront immediate needs with immovable deadlines – imposed by everything from an operational crisis to a federal, legislative or executive mandate for a response or solution by dates certain. The priority is on recognizing individuals and teams successfully delivering projects within 180 days, requiring the rapid coalescence of teams and concurrence of stakeholders and the finalization of needed operational deliverables on time and budget, using proven project management disciplines.

Excellence in IT Operations, Support and Service
The Excellence in IT Operations, Support and Service award will be presented to a team and its members who demonstrate dedication to operational excellence in daily execution of IT support services to the organization.

Leadership in Solving Business and Policy Problems through Security Technology
The Leadership in Solving Business and Policy Problems through Security Technology award will be given to an agency/department employee who works in an information technology department or division. The nominee must have demonstrated vision and leadership in solving a business problem through the use of security technology which supports the business objectives.

Best Application Serving Organization Business Objectives
The Best Application Serving Organization Business Objectives award will be presented to an agency or department and responsible team members that have deployed new applications or improved existing systems that assist the department/agency in handling its day-to-day work.

Best Application Serving the Public
The Best Application Serving the Public award will be presented to an agency or department and responsible team members that have deployed applications or improved existing systems that directly deliver services more efficiently and effectively to the public or other external stakeholders.

Best Application Serving Multiple Jurisdictions or Organizations Within a Jurisdiction
The Best Application Serving Multiple Jurisdictions or Organizations Within a Jurisdiction award will be presented using similar criteria to the Best Application Serving the Public award and the Best Application Serving Organization Business Objectives award. An outstanding application and collaborative effort among agencies, entities and/or jurisdictions are the basic qualifications for this award.

Most Innovative Use of Technology

The Most Innovative Use of Technology will be determined based on new and emerging technologies deployed in an agency/department or on existing technology utilized in an innovative manner. Nominations submitted in all Project Excellence Award categories (including those submitted singularly in this category) will be considered for this award.

The Green IT Award
This award recognizes results of efforts to introduce and institutionalize sustainability in government operations and public service delivery. It focuses on the use of information technology to those ends, including but not limited to the conservation of energy, cleaner air and water, less waste, less traffic, or reduced use of hazardous materials. The Green Award honors projects and programs that demonstrate exceptional results or innovation in support of sustainability initiatives in California government and education.

Geospatial Innovation Award
All data is tied to geography – good systems let you see the links. The Geospatial award recognizes innovative and practical applications of geographical information and mapping to public service delivery and government operations. From enterprise geographical information systems (GIS) to mashups*, this category is intended for applications that have resulted in a substantial improvement in financial or operational performance and more efficient and effective service delivery.

*Mashup – a compounded Web application through which government-held data are combined with content from other sources, often including the use of an online mapping utility.
