Overview

The Center hosts Digital Government’s IT market analysts and key government leaders for the #1 market briefing event on the state and local government technology market.

Beyond the Beltway 2016 shared insights into the state and local space and pinpointed opportunities, trends and issues to help attendees fine-tune their business strategy and target their sales and marketing activities.

At Beyond the Beltway, attendees were able to:

  • Hear firsthand from panels of leading state and local CIOs and government executives about opportunities, emerging trends and government initiatives that are shaping the market.
  • Understand the issues that will drive government IT spending in 2016.

Hardik Bhatt

Hardik Bhatt

Chief Information Officer, State of Illinois

Hardik Bhatt rejoined public sector when he was appointed the State of Illinois CIO in March 2015. As CIO, he works with all state agencies to align, utilize and streamline technology to drive business priorities to transform services provided by state agencies to their constituents. Hardik also leads the Bureau of Computer and Communication Services and is responsible for IT infrastructure, service delivery and governance across the state.

Prior to joining the State of Illinois, Hardik was a senior director with Cisco to lead the market development of the Internet of Everything for the Global Public Sector. He worked with mayors, governors, CIOs and prime ministers around the globe to extract value by connecting the public assets like parking spots, fleets of vehicles and streetlights. Hardik led Internet of Everything strategy and execution planning with cities such as Hamburg, Rio, Barcelona, Jakarta and many others.

Randy Cole

Randy Cole

Executive Director, Ohio Turnpike and Infrastructure Commission

Randy Cole has served as executive director of the Ohio Turnpike since December 2014. He previously served as Controlling Board president and policy advisor to the Ohio Office of Budget and Management, where he also coordinated government reform initiatives for Governor John Kasich’s administration.
In 2013, Government Technology magazine named Randy as one of the nation’s Top 25 Doers, Dreamers & Drivers. He serves on the advisory board of the “Ohio Smart Mobility Initiative,” a collaboration among universities, transportation agencies and private companies which is focused on bringing advanced transportation technologies to Ohio.

Randy’s private sector experience includes six years as a sales and marketing executive at FirstEnergy Corporation and four years as president of a technology company that developed online applications for government clients. He has a B.S. in Public Policy Management from the University of Akron and completed graduate coursework at The Ohio State University.

Miguel A Gamiño, Jr.

Chief Information Officer and Executive Director of the Department of Technology, City and County of San Francisco, CA

Miguel A. Gamiño Jr., serves the City and County of San Francisco as CIO and executive director of the Department of Technology. Prior to being appointed CIO, he served as chief operating officer for the Department of Technology.
As CIO, Miguel provides thought leadership and the strategic direction for San Francisco's use of technology. He advises Mayor Edwin M. Lee, Board of Supervisors and city departments regarding opportunities to leverage technology to improve government services; formulate a vision for city-wide technology, embracing best practices and serving as the catalyst for enhanced technology; establish unified standards throughout the city-wide organization; and play a leadership role in the development and implementation of the Information and Communication Technology.
As executive director of the Department of Technology, Miguel manages the department's daily operations, with over 220 employees and an annual operating budget of over $90M. City-wide expenditures for technology are over $250M annually.

David Garcia

Secretary, Department of Information Technology, State of Maryland

David Garcia was appointed by Governor Larry Hogan as secretary of the Maryland Department of Information Technology in March of 2015. He oversees the development, maintenance and enforcement of information technology policies, procedures and standards throughout the state government. He is also the founder, president and chief executive of NMR Consulting. In his role as secretary, David is able to use his private sector background to identify and promulgate opportunities for state agencies to become more efficient, reduce costs and maximize the state’s investment in IT and telecommunication assets.

Teri Green

Teri Green

Senior Administrator and State Medicaid Agent, Wyoming Department of Health

Teri Green has worked over 25 years in the healthcare benefit arena, promoting cost-effective patient support. Her experience includes management at the state level for all district offices in a statewide workers’ compensation program. To that end, she also worked in the private sector as a consultant in the mining industry, providing risk management services. Teri is certified by the Insurance Institute of America in Claims Management. She has served in quality assurance, Medicaid program integrity and, most recently, as the state Medicaid director for Wyoming. Teri’s broad history in Medicaid is an asset to the entire Department of Health and citizens of Wyoming. She has successfully designed and implemented cutting-edge health programs that have received national attention and award.

Randell H. Iwasaki

Executive Director, Contra Costa Transportation Authority, CA

Randell “Randy” Iwasaki has served as executive director of the Contra Costa Transportation Authority since his appointment in April 2010. CCTA administers a one-half percent sales tax program and serves as Contra Costa’s Congestion Management Agency, making recommendations on how state and federal transportation funds will be used in the county.

Prior to joining CCTA, Randy was appointed by Governor Arnold Schwarzenegger in August 2009 as director of the California Department of Transportation. He was in charge of the operation of the California state transportation system. He oversaw an annual budget of almost $14 billion and a staff of more than 22,000.

Jerome Mullen

Jerome Mullen

Chief Information Officer, City of Baltimore, MD

A U.S. Army veteran, Jerome Mullen has over 20 years of professional IT experience in both the public and private sectors. He worked for multiple start-ups, eventually rising to hold the position of vice president for a “tier four” data center. Following his success in the private sector, he transitioned back into the public sector in 2011 as director of enterprise IT service delivery for the Mayor’s Office of Information Technology.

In November 2014, Baltimore City Mayor Stephanie Rawlings-Blake appointed Jerome as CIO. In this role, he has taken part or led initiatives, including implementing public wi-fi at the Baltimore Harbor, serving on the “Smart City Task Force” and “Body Worn Camera Task Force”, as well as facilitating the delivery of recommendations around fiber-optic cabling and broadband. He has also been able to develop partnerships with other governmental agencies, including a MOU with the State of Maryland, a partnership with Homeland Security and multiple partnerships in conjunction with other city agencies around White House programs.

Dewand Neely

Chief Information Officer, State of Indiana

Dewand Neely was appointed by Governor Mike Pence as Indiana’s CIO in October 2015. Dewand first joined Indiana state government in 2003. Shortly after this, he was asked to be one of the initial employees to join the newly created Indiana Office of Technology to help assist with the statewide IT consolidation efforts. He has served several managerial roles within IOT before ultimately reporting directly to the CIO. Dewand received his undergraduate degree from Purdue University’s School of Technology and his MBA from Indiana Wesleyan University.

Michael Roling

Chief Information Security Officer, Office of Administration, Information Technology Services Division, State of Missouri

Michael Roling has been the chief information security officer for the Office of Administration, Information Technology Services Division for the State of Missouri since 2009. He heads the Office of Cyber Security and is responsible for overseeing the information security posture for the State of Missouri. Michael has been employed by the State of Missouri since 2003. As CISO, he has transformed the security culture throughout government, introduced new processes and technologies that have enabled IT to swiftly and effectively respond to incidents and has implemented various policies that have strengthened IT governance. Prior to joining state government, Michael worked at AT&T and Anheuser-Busch.

Bill Schrier

Bill Schrier

Chief Information Officer, State of Washington

Bill Schrier serves as CIO for the Seattle Police Department and holds a joint appointment with the State of Washington’s Office of the CIO. He serves as the state point of contact for FirstNet, a nationwide $7 billion effort to build a wireless 4G mobile network for first responders and other public safety agencies.

As CIO for the police department, Bill oversees a staff and program to build, operate and maintain technology systems which support this municipal public safety agency of 1,350 sworn officers and 2,000 total employees. This technology includes computer-aided dispatch, records management system 911 center services, in-car (dashcam) video, real-time crime center and approximately 200 other systems and applications. As FirstNet contact, Bill oversees a program and staff to engage public safety responders in the design of the FirstNet public safety wireless network in Washington. FirstNet proposes to construct a nationwide wireless network for smart phones, tablet computers and other mobile devices using the LTE protocol.

The health and human services arena is still one of the biggest segments of budget from the federal government down to the state and local level. That budget can be found in federal programs and in state and local programs, depending on the jurisdiction. A significant portion of that budget is spent on IT.
