Tom Flanagan is the VP of Market Development and Growth, Public Sector, Global Business Services at IBM. Prior to joining IBM, Flanagan spent seven years at Amgen, the last four years as CIO and Senior Vice President. In 2008 Flanagan was selected by his CIO peers as one of the Top 10 Global Leaders and Innovators, and in 2010 was elected by his peers to the CIO Hall of Fame.

Tom spent 24 years as a nuclear submarine officer in the United States Navy. He served as Director of Political Military Affairs for Asia Pacific on the Joint Chiefs of Staff under Colin Powell while reporting to General Wesley Clark. He served on five nuclear submarines, including tours as Division Officer, Chief Engineer, Executive Officer of a Trident ballistic missile submarine, and Commanding Officer of a 688 class fast attack sub.

Flanagan is a graduate of Harvard Universitys Senior Official's National Security Course at the John F. Kennedy School of Government, and is a graduate of the U.S. Naval War College specializing in National Security and Maritime Operations. He earned a Masters Degree in Nuclear Engineering from MIT after graduating from the U.S. Naval Academy with a Bachelor of Science Degree in mathematics.
