The California Public Sector CIO Academy is the premier leadership event for California’s senior level technology executives with the intent to improve their management and business skills and to develop the IT leaders of the future. Steve Sax - Opening Day Keynote

Former Major League Baseball (MLB) World Series Champion, Broadcaster and Author

The baseball career of Steve Sax spanned 18 years and featured many impressive moments. This five-time All-Star was named "National League Rookie of the Year" in 1982 and continued to improve his game with each passing season. Steve played second base with intensity and toughness for the Los Angeles Dodgers until 1988. During his years with the team, Steve's defensive play was a key element in the team's winning two World Series. He then played for the New York Yankees from 1989 to 1991 and then went on to play for the Chicago White Sox and Oakland A’s.

After his retirement from baseball in 1994, Steve went on to express his love of the game contributing commentary on ESPN and as Major League baseball analyst for Fox Sports' Prime Time.

Steve has appeared as a guest star on several television shows including, Good Morning America, Howard Stern, and Hannity's Great America. He appeared as a characterization of himself on The Simpsons and was a guest on Late Night with David Letterman.

Steve was published in the WALL STREET JOURNAL for an article he authored on personal responsibility and self-reliance. This article was recognized by The President of the United States for its candid and thoughtful remarks regarding character building in our children.

Born January 29, 1960 in Sacramento, California, Steve has been a Northern California resident most of his life, always returning to his off-season home when baseball season came to a close. Growing up in the middle of a five-sibling brood fostered his competitive nature and drive to excel. A lifelong skilled athlete, Steve has a black belt in Shotokan karate and in kickboxing as well.
In 2001, realizing that he had accomplished his professional baseball aspiration; he rededicated his talents to helping individuals and families to manage their finances as Vice President of Investments for the Royal Bank of Canada.
Steve is the author of the book Shift, a motivational and inspirational book that outlines action steps to change your mindset and to become a success. Shift is endorsed by Donald Trump.

Currently, Steve is a professional speaker, having spoken for several Fortune 500 companies for the past seven years and is a member of the (NSA) National Speakers Association. Additionally, he is a Professional Certified Coach (PCC) with the International Coach Federation (ICF).

Last year, Steve launched the Steve Sax Foundation, which is a 501 (c )3 non-profit charitable organization that mentors the youth of America. Some teenagers, through our fundraising efforts, are given an opportunity to earn a scholarship after completing a six-month mentoring program with him.

Vice President, Agile and Talent, Transformation and Operations, Office of the CIO, IBM

Sean Reilley serves as Vice President, Agile and Talent. In this role, Sean leads a team responsible for enabling IBM’s Agile transformation. The capabilities for this team include agile training, coaching, assessments as well as the overall design and strategy for the journey. Sean is also responsible for developing and deploying talent programs for the IBM CIO and overall strategy coordination.

Prior to this role, Sean was responsible for supporting and driving the transformation strategy in support of IBM’s enterprise objectives. The work supported in this area includes identifying and cultivating new improvement opportunities, framework and method development and management of the governance model and measurement system. He led a team responsible for taking a cross-IBM view of process, applying innovating methods and approaches to drive improvements.

Prior to Sean’s internal transformation roles, he was an Associate Partner in IBM Global Business Services, Strategy & Transformation Practice, specializing in defining business strategies and delivering operational and technology improvements for clients.

Sean has an extensive consulting background from time spent in the global consulting organizations at Ernst & Young LLP and Scient, where he worked with clients on projects including large scale development efforts. Sean also worked at Vonage in a senior leadership role defining and building their Solutions Engineering team and product strategy.

Sean received a bachelor degree in Business Administration and Management Information Systems from Duquesne University and a Masters of Business Administration in Finance from Wake Forest University, Babcock Graduate School of Management.

Andrew Dolan - Second Day Lunch Keynote

Member Services Manager and Director of Government Affairs, Multi-State Information Sharing and Analysis Center (MS-ISAC)

Andrew is the Member Services Manager for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. The MS-ISAC has been designated by the U.S. Department of Homeland Security as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. Under Andrew, the MS-ISAC has greatly expanded its membership since 2012, including representatives from all 50 States, D.C., all 50 state capitals, and hundreds of local and tribal governments. He is responsible for managing all aspects of member relations, working with government associations, and conducting outreach on behalf of the MS-ISAC. Andrew fosters relationships with all of MS-ISAC’s stakeholders in an effort to enhance collaboration and information sharing for the collective benefit of all members. Prior to arriving at CIS in 2012, Andrew spent six years working for the Department of Homeland Security and Emergency Services in New York State. It was here that he developed a passion for working with in the government sector all over the country in an effort to help them prepare for the challenges they face both in the physical world and cyberspace.

Deputy Secretary of Information, Business, Consumer Services and Housing Agency, State of California

As the Deputy Secretary for State and Consumer Services Agency, Andrew is responsible for setting policies, collaborating and coordinating technology activities at his agency and statewide.

Andrew is also the director of the office of eServices. The office leads initiatives to enhance electronic service delivery on the State Portal Andrew is responsible for managing and supporting the growth of California's eServices, including acting as a liaison between state agencies and departments.

He entered state service in 1990. Since then, Andrew has worked for several departments, where he has held various executive and managerial positions.

He started his career in private sector, where he worked for a variety of companies managing teams of software and system engineers. In that capacity, Andrew was in charge of developing enterprise applications and network architecture.

Andrew graduated from California State University in Chico with a degree in Electronics and Computer Technology.

Bharat is currently the Enterprise Data Architect and Manager for the Enterprise Data to Revenue Project (EDR) at Franchise Tax Board (FTB). The EDR team has been instrumental on generating 2+ Billion dollars in additional revenue for State using multiple initiatives of which many focus around the use of data maintained by FTB. Bharat has been with CGI for 18 years and served multiple State and Local Government clients (Virginia Tax, Ohio Tax, City of New York Finance Department, FTB) in the space of Data and Application Architecture and Management.

Liana Bailey-Crimmins

Chief Information Officer, CalPERS, State of California

Liana Bailey-Crimmins joined CalPERS as Chief Information Officer (CIO) for the Information Technology Services Branch (ITSB) in August 2013. In addition to providing executive direction and oversight to the seven divisions of ITSB, Liana supervises management of my|CalPERS and other CalPERS technology systems. She leads a large and diverse cross-functional organization to meet CalPERS business needs through innovative solutions. Liana is responsible for setting the IT strategic direction in alignment with CalPERS goals, recommending IT policy for CalPERS programs, and providing consultation and advice to CalPERS Board of Administration and executive staff.

Liana has over 27 years of public sector technology experience and previously served as the information technology director and CIO of California Correctional Health Care Services (CCHCS). During her tenure, she set up technology programs, established project management goals, developed policies/operational procedures and ensured that technology solutions met constitutional health objectives. Prior to that, Liana worked as the project director of the California Information Technology Infrastructure Project.

Liana studied computer science at California State University, Sacramento and is an Information Technology Managers Academy graduate. She was recognized in 2011 with the Best of California award in the Government Technology Digital Internal category. Her work on the CCHCS Telemedicine Program helped the organization win the 2012 Computerworld Honors Program Laureate award. And in 2015, Liana was honored with the prestigious “CIO of the Year” award at the California CIO Academy.

She is a member of the National Association of State Chief Information Officers as well as the Technology Executive Network Group and Northern California Computer Measurement Group.

Marybel Batjer

Marybel Batjer

Secretary, Government Operations Agency, State of California

Marybel Batjer is Secretary of the California Government Operations Agency (CalGovOps). She was appointed to the post by Governor Edmund G. Brown, Jr. in June 2013 to serve as the first-ever Secretary of CalGovOps. The agency was established as part of Brown’s comprehensive overhaul of state government and is responsible for administering state operations including procurement, real estate, information technology, and human resources.

Prior to her appointment, Batjer served as vice president of public policy and corporate social responsibility for Caesars Entertainment, Inc., the world’s largest gaming-entertainment company. In this role, she developed and promoted corporate social responsibility (CSR) policy and initiatives for the company and counseled its senior executive team on issues pertaining to reputation-management, public policy and government relations.

Before joining Caesars in January 2005, Batjer held senior leadership posts in the executive branches of two state governments, as well as key advisory roles in two U.S. presidential administrations and at the Pentagon.

From 2003 to 2005, she was Cabinet Secretary to the Governor of the State of California, where she served as chief policy advisor to Gov. Arnold Schwarzenegger and directed the activities of the governor’s 13 cabinet secretaries. Earlier, Batjer was Chief of Staff to Gov. Kenny Guinn of Nevada. She has also served as Undersecretary of the California Business, Transportation and Housing Agency and as Chief Deputy Director of the California Department of Fair Employment and Housing.

Batjer received her bachelor’s degree from Mills College in California and studied international public policy at the graduate level at Johns Hopkins University. She also studied national and international security at Harvard University’s John F. Kennedy School of Government. She currently resides in Sacramento.

Deputy Director, Office of Professional Development, Department of Technology, State of California

Christie Borchin is the Deputy Director over the Office of Professional Development at the CA Department of Technology. Christie oversees several training and education programs focusing on the IT workforce. She oversees the IT Leaders Academy: the award winning Project Academy Series; IT Training, and is an active member of several Advisory Boards for IT conferences that focus on educating the workforce. Christie also oversees the Workforce Planning and Development Unit that is focused on IT succession planning; recruitment, retention and employee engagement. Christie is a subcommittee chair of the Governor’s Cybersecurity Taskforce on Workforce and Education. In 2015, as part of the Cybersecurity Task Force, her subcommittee received a Security Leadership award at Cybersecurity Symposium; and the Project Academy Series was a 2015 NASCIO finalist and also received a Best of California Award for Innovations in Workforce Initiatives. Previously, Christie was the Agency Chief Information Officer at the CA Department of Veterans Affairs. Christie oversaw the operations of IT for the department and managed a budget of over $10 million dollars. From 2008 – 2010, Christie was the CIO at the CA Department of Insurance. Ms. Borchin attended CA State University Sacramento, and the University of California at Davis, where she earned a certificate in Project Management.

Senior Director, Solutions Marketing, Global Strategy and Planning, Hewlett Packard Enterprise

Lewis has been with HPE Software four years covering various strategic initiatives including vertical industry marketing and key horizontal solution areas including Cloud, Mobility, Security and Big Data.
Lewis has been in the various engineering, product management, marketing, business development and market research and analysis positions over the last 30 years, ranging from embedded database, signal analysis, and control systems to Enterprise middleware and applications. Lewis spent the first decade of his career as a Research Engineer with SRI International working on projects for the EPA, DoE, US Army and other government agencies. Lewis then moved to commercial industry, living in Japan and working as a systems engineering manager for embedded control hardware and software at Motorola, covering customers in Asia Pacific, India, Australia and Japan with a focus on service providers and capital equipment manufacturers. After joining Sun Microsystems in 1998, Lewis held several global management positions in product management, ISV partner recruitment, and industry and horizontal solutions marketing. In 2005, Lewis joined BEA Systems where he managed Public Sector and Commercial Industry marketing for four years and transitioned into Oracle’s Industry Business unit as a Global Government Industry Market Researcher after the acquisition, covering the entire range of Oracle’s products.

Lewis graduated from the University of California Davis with a Bachelors and Masters in Electrical Engineering.

Cathy Cleek

Chief Information Officer, Franchise Tax Board, State of California

Cathy Cleek is FTB's chief information officer and chief of the Technology Services Division. Cathy develops information technology policy and formulates the department's vision and strategic direction for its use of technology. She represents the department's technology interest to the Government Operations Agency, the state's control agencies, and other departments. Cathy started her career with FTB in 1983, as a tax auditor. Since that time she has held a variety of positions in the Audit, Collections, and Filing Divisions as well as leading major technology projects for FTB. She was also FTB’s Executive Sponsor of the Department of Child Support Services technology project, Child Support Automation System (CSSAS). She currently is Executive Sponsor of the Enterprise Data to Revenue (EDR) project to modernize FTB’s tax systems. Cathy is a Certified Public Accountant and Project Management Professional. She earned a Bachelor of Science degree in business administration with an accounting concentration from California Polytechnic State University, San Luis Obispo, a Master's degree in taxation from Golden Gate University and a Certificate from Harvard’s Senior Leaders in Government Program.

Jeff Douglas has over 25 years of experience in the public sector working in management and as an internal consultant with subject matter expertise in a wide variety of organization development and talent management topics. Jeff currently serves as Chief of the Workforce Development and Special Projects Division at the California Department of Human Resources. Jeff has served as President of the Sacramento Area Organization Development Network and Chair of the California Network of Learning Professionals Board. Jeff holds a B.S. degree in Business, Accounting from California State University Fresno and he is a retired Major from the California Air National Guard.

Assistant Chief, Information Management Division, California Highway Patrol

Assistant Chief Mike Dust is a 26-year veteran of the California Highway Patrol (CHP) and currently serves as the Assistant Division Commander of Information Management Division. His prior CHP assignments include Command of the South Sacramento Area and Command of the Statewide Multidisciplinary Accident Investigation Team Program. He has also served in temporary assignments with the former Business Transportation and Housing Agency and the California Performance Review Panel. Assistant Chief Dust provides oversight for the CHP’s Information Technology Section and Computer Crimes Investigations Unit. He also serves on California’s Cybersecurity Task Force. Assistant Chief Dust is a graduate of Saint Mary’s College and a graduate of California’s Commission on Peace Officer Standards and Training (POST) Command College.

Barney Gomez

Chief Information Officer, Department of Health Care Services, State of California 

Barney Gomez is the CIO of the Department of Health Care Services (DHCS). Gomez started his career in state service in 1999 at the Legislative Data Center. Among his assignments, he served as manager of operations at the California Office of Systems Integration (OSI). More recently, Gomez worked on the CalHEERS project in his role at OSI. He has also worked in the private sector, where he was a systems engineer and network manager. Gomez was named CIO of the FI$Cal project in fall 2011 before joining DHCS. The Department of Health Care Services project portfolio, estimated to be $1 billion, includes the Medicaid Management Information System (CA-MMIS) service contract and the Health Insurance Portability and Accountability (HIPAA) II compliance project.

Erica Gonzales

Chief, IT Consulting, Department of Finance, State of California

Erica Gonzales is currently the Chief of the IT Consulting Unit with the Department of Finance. She has held the positon since March 2014 and manages a team responsible for providing fiscal oversight on the state’s IT project portfolio in addition to performing fiscal analysis of proposed statewide IT policies and initiatives. Prior to joining the Department of Finance, Erica held various IT management and analyst positions with the Department of Technology, Department of Motor Vehicles, and the Franchise Tax Board. She has worked for the state for 23 years with most of those years in IT with a focus on project and program management, project oversight, and project approval. She is a graduate of California State University, Sacramento with a Bachelor of Science degree in finance.

Katie Hagen

Deputy Director of Operations, CalHR, State of California

Ms. Katrina Hagen was appointed as the Deputy Director of Operations at CalHR in March 2015. Ms. Hagen served as the Chief of Human Resources, CalPERS from 2011 to 2015. Ms. Hagen has more than 18 years of human resources leadership experience. Prior to joining CalPERS she served five years as the Workforce Development Deputy Director of Human Resources, California Prison Health Care Services. Before that, she worked at the California Department of Corrections and Rehabilitation, where she was the Assistant Deputy Director of the Office of Peace Officer Selection. Ms. Hagen is also an adjunct professor at the University of San Francisco (USF), teaching public policy analysis, human resources management, leadership development and organizational communication.

Ms. Hagen is a graduate of Humboldt State University and holds a Masters in Public Administration from USF.

Doug Hoffner

Doug Hoffner

Deputy Executive Officer, Operations and Technology, CalPERS, State of California

Douglas Hoffner was named Deputy Executive Officer for Operations and Technology in July 2012. He provides executive leadership over key enterprise functions including business and strategic planning, information technology, human resources, diversity and inclusion, and operational and facilities management.

Mr. Hoffner joined the CalPERS executive team after serving as Undersecretary of the California Labor and Workforce Development Agency, where he also served for a time as Acting Secretary. The Agency oversees seven state departments and boards that provide services to California businesses and workers, including unemployment and workers' compensation benefits, workforce development, labor law enforcement, and economic development.

Prior to his leadership on labor and workforce development, Mr. Hoffner was Deputy Cabinet Secretary to Governor Arnold Schwarzenegger, and Assistant Director for Legislation at the California Department of General Services. He also served as Legislative Director for California Assemblyman Fred Aguiar.

Mr. Hoffner is a graduate of California State University, Chico, with a degree in political
science.

Dr. Hunt has over 25 years experience designing systems for a variety of human capital management applications including performance management, staffing, employee and leadership development, culture change, workforce analytics, and succession planning. A recognized expert on strategic human resources, Dr. Hunt has played a pivotal role in the implementation of systems that have improved productivity and engagement of millions of employees working for hundreds of companies ranging from small start up organizations to the largest employers in the world.
An active author and presenter, Dr. Hunt has written two widely respected books on HR process design and implementation: “Commonsense talent management: using strategic human resources to increase company performance” (Wiley Press, 2014) and “Hiring success: the art and science of staffing assessment and employee selection” (Wiley Press, 2007).

Dale Jablonsky retired from state service in 2013 after nearly 30 years in state government, serving six years as the CIO of the Employment Development Department before starting as the CIO of CalPERS in August of 2010. At CalPERS, he had a budget of $85 million and 485 staff to help run California’s public pension system that serves 1.6 million current and former public employees. In 2012, he was chosen by Government Technology as one of the top 25 "Doers, Dreamers and Drivers" of technology innovation. Jablonsky began as KPMG’s Public Sector West Advisory Director in July 2014. He is focused on executive IT strategy consulting, working on delivery of existing projects and helping to establish and perfect some new lines of business within KPMG Government Advisory.

Karen Johnson was appointed Chief Deputy Director for the Department of Health Care Services (DHCS) in May of 2007 where she serves as one of the highest ranking members of the Department. She is responsible for managing and directing the day to day operations, as well as being responsible for implementing the department’s policies and assisting in the formulation of policy to achieve the department’s mission. She oversees the Deputy Directors who manage a variety of offices within DHCS, including Administration, Fiscal Forecasting & Data Management, Medi-Cal Procurement, Legal Services, Administrative Hearings and Appeals, Audits and Investigations, Legislative & Governmental Affairs, Information Technology Services, Public Affairs, HIPAA Compliance, Provider Enrollment, Utilization Management, Third Party Liability and Recovery and the Fiscal Intermediary Medicaid Management Information Systems.

Prior to her appointment with DHCS, Ms. Johnson served for two years as the Deputy Director of Administration for the California State Board of Equalization and worked for the California Department of Food and Agriculture (CDFA) from 1989 to 2005, where she held several positions including Director of Administration, Audit Director and Auditor. Prior to joining CDFA, she was an auditor for the U.S. Department of Defense.

Ms. Johnson is a graduate of Saint Louis University in St. Louis, Missouri, where she majored in Business Administration and Accounting. She is also a licensed Certified Public Accountant (CPA).

With 25 years of experience in analytics and business intelligence, Matt leads CGI’s big data and analytics practice for the global marketing group from his base in San Francisco, California. Among his previous roles he was the founder of the customer relationship analytics group at AMS that included the creation of CGI’s decision-science IP solution – Strata – and during a brief 10 year hiatus from CGI he led the client services groups at BI and analytics startup companies in Silicon Valley.

Edward J. Liebig is the Global Head of Security Services delivery for Unisys; managing physical, logical and security consulting services. A 26 year Cyber Security professional with over 36 years of IT experience. His areas of expertise include executive security program management, strategic and tactical security project management and operations and other facets of system security. He has served as CISO for major multinational corporations in a wide range of industry verticals with a focus on critical infrastructure for chemical, energy, natural resources, manufacturing, financial service and other industries. He has led numerous cyber security and risk consulting engagements for global 100 clients in the area of strategic road mapping, policies, procedures, controls and operations. He developed/delivered a comprehensive ICS assessment process leveraging a methodology that has become the consequence based risk assessment process that is in the ICS industry’s most accepted security standard.

Chris Maio is the 21st Century Project Director at the California State Controller’s Office.  He was formerly the Chief Information Officer for the Secretary of State (SOS).  With nearly 26 years of state service behind him, Chris joined the SOS in May 2006 and had served as the Help Desk supervisor and Infrastructure Section manager before being appointed to Division Chief in April 2009.  Chris succeeded Mary Winkley as the CIO in March 2012.  Before joining the SOS, Chris started his career in licensing and enforcement at the Department of Consumer Affairs. He went on to work in all facets of information technology at as a senior technical specialist and in management within the department’s Office of Information Services.

She has served in multiple positions, including acting Undersecretary of Administration and Offender Services, acting director of the Division of Health Care Services and statewide dental director. She was the Dental Director at Central Valley Indian Health Inc. from 1991 to 2008 and an associate dentist 1989 to 1991. Dr. Toche earned her Doctor of Dental Surgery degree from the University of the Pacific.

Diana cycles approximately 125 miles per week. She has competed in many century bicycle rides and most recently, she carried the torch and lit the cauldron for the Special Olympics, which were held in Davis.

The Asian Week publication once described Maeley Tom as “one of the most powerful and influential non-elected political figure in the Asian community” because of her career accomplishments and her contributions to the empowerment of the Asian Pacific Islander voice in politics at the state and national level.

During her 20 years tenure in the State Capitol, she was recognized by the Sacramento Magazine and the California Journal as one of the most influential political figures in the California Legislature.

Her professional accomplishments include serving as the Chief Administrative Officer of the California State Assembly under Speaker Willie L. Brown Jr. and Chief of Staff to the California Senate President pro Tem, David Roberti. To this day, she is the only professional to have served in the highest administrative positions of both houses of the California Legislature.

She was appointed by President Ronald Reagan to serve on the Women’s Business Ownership Commission and subsequently appointed by President Clinton to represent the U.S. at the United Nations Women’s World Conference Platform Committee. She was the first non-elected Asian to serve on Executive Committee of the Democratic National Committee.

She served on the CalPERS Board of Trustees which manages one of the largest pension funds in the world. During this time she co-founded the national Association of Asian American Investment Managers representing $47 billion assets under management.

She is currently the senior member of the California State Personnel Board. She was the first Asian gubernatorial appointee to serve on this board which oversees the California Civil Service merit system.

State Controller Betty T. Yee was elected in November 2014, following two terms of service on the Board of Equalization. As Controller, she continues to serve the Board as its fifth voting member.
Ms. Yee was first elected to the Board of Equalization in 2006 where she represented 21 counties in northern and central California. She was elected to her second four-year term in 2010.

Now serving as the State’s Chief Financial Officer, Ms. Yee also chairs the Franchise Tax Board and serves as a member of the California Public Employees’ Retirement System (CalPERS) and the California State Teachers’ Retirement System (CalSTRS) Boards. These two boards have a combined portfolio of nearly $500 billion.

Ms. Yee has over 30 years of experience in public service, specializing in state and local finance and tax policy. Ms. Yee previously served as Chief Deputy Director for Budget with the California Department of Finance where she led the development of the Governor’s Budget, negotiations with the Legislature and key budget stakeholders, and fiscal analyses of legislation on behalf of the Administration. Prior to this, she served in senior staff positions for several fiscal and policy committees in both houses of the California State Legislature.

Ms. Yee currently serves on the board of directors for the Equality California Institute. She is a cofounder of the Asian Pacific Youth Leadership Project, which exposes California high school youth to the public service, public policy, and political arenas.

A native of San Francisco, Ms. Yee received her bachelor’s degree in Sociology from the University of California, Berkeley, and her master’s degree in Public Administration from Golden Gate University, San Francisco.
