Chief Technology Officer, Information Technology Services, New York State
Kishor Bagul has more than 20 years of experience in both the private and public sector as a strategic technical expert. Most recently Kishor served as Executive Vice President and Chief Technology Officer at nfrastructure where he was responsible for establishing business strategy and technology vision. He developed the company's cloud strategies and technology roadmap for implementing a full range of cloud services. Kishor is an entrepreneur and has worked as a technology consultant and chief architect for private and public sector clients, including New York State. At what was then the state Office for Technology, he helped design, develop and implement enterprise class infrastructure and application solutions to support important and mission critical applications. He designed solutions that promoted standardization across multiple data centers and application infrastructure to improve productivity and achieve higher satisfaction. Prior to starting his own consulting firm Kishor held several design and engineering positions for large global companies serving clients in the United States, Australia and India.

Kishor was recently appointed Chief Technology Officer (CTO) at the NYS Information Technology Services (ITS) where he acts as the principal technology advisor to the NYS CIO and chairs the Technology Governance Board on matters pertaining to enterprise architecture. In this capacity, Kishor aligns the State's technology vision and architecture with business strategy, leads all aspects of developing and implementing a State enterprise architecture and technology standards in support of the State's business needs.

Assistant Vice President for NanoHealth Initiatives; Assistant Professor of Nanobioscience
Dr. Brenner's research and initiatives aim to develop novel nanotechnology applications in the life sciences, including medicine and public health. She is also leading health and safety research initiatives related to nanoparticle and nanomaterial exposures in the workplace, consumer marketplace, and environment. Dr. Brenner is addressing gaps in our understanding of the safety and risk associated with the unique characteristics of nanoscale materials by incorporating theory from many disciplines such as physics, engineering, biology, genetics, medicine, public health, epidemiology, and environmental science. As part of these efforts, she is advancing risk assessment and reduction strategies for occupational exposures, monitoring of materials that may impact population health and public safety, and the development of industrial practice standards for product safety. Dr. Brenner is working proactively with collaborators and partners to develop monitoring and surveillance techniques to assess the environmental and ecological impact as well as the biopersistence of engineered nanomaterials in the Capital District. Her team is building a framework to employ custom-tailored strategies to mitigate potential risks associated with nanotechnology-based products that are currently on the market as well as those under development.

Dr. Daniel Chan

Acting Chief Information Officer, State of New York
Dan Chan is the Acting Chief Information Officer (CIO) for New York State (NYS) and Acting Director of the New York State Office of IT Services. Dan began his public service career in 2007, when he joined the Office of Temporary and Disability Assistance (OTDA) as their CIO. Under his stewardship, OTDA launched the award-wining innovative myBenefits.ny.gov citizen portal--the first mission-critical application in New York State built entirely with open source technology. Since its inception, myBenefits has served more than half a million people with a success rate of over 90%.
Prior to coming to New York State government, Dan held various management positions at General Electric Company including Chief Technologist at GE Infrastructure where his team was responsible for the IT strategic planning of a $40B global business.
His primary responsibility as Acting CIO for New York State includes overseeing the transformation of the state's aging information technology ecosystem and enabling agencies in achieving their mission with a high degree of efficiency.
Dan earned a doctorate from the University of Southern California and a Master of Science at the Massachusetts Institute of Technology, both in Aerospace Engineering. He has received significant recognition and numerous awards for his work both in the public and private sectors, including being named the New York State Public CIO of the Year in 2008 and one of Computerworld's Premier 100 IT Leaders in 2010.

Gary Kuchark's background in Information Technology spans multiple agencies, and includes work on large-scale projects such as eMPIRE and FedState 1120. As the technical lead for the FedState 1120 project, the innovative technologies Gary employed earned the project team both the Commissioner's Award from Tax and a Statewide Technical Implementation Best Practices Award from the NYS Forum.
During his career, Gary's technical teams have won several Best of New York awards, finding new and creative ways to use cutting-edge technology as a business advantage.
While in senior management roles at Tax, Gary led the consolidation of more than 150 servers onto one physical platform saving $600,000 annually in licensing costs; oversaw the merger and technical consolidation with the Office of Real Property Services; and expanded the implementation of a small pilot for virtual desktop infrastructure to more than 1,200 users.

Theresa Pardo

Director, Center for Technology in Government
Dr. Theresa Pardo is a globally recognized expert on Information and Communication Technology (ICT) innovation and transformational government. Dr. Pardo serves as director of the Center for Technology in Government at the University at Albany, State University of New York. Under her leadership the Center works closely with government, civil society and industry teams to carry out applied research and problem solving projects focused on the intersections of policy, management, and technology in the governmental context. The Center has recognized expertise in the areas of information and knowledge sharing, open government and open data, e-government, social media policy, and mobile technologies and human services delivery, among others, and works with governments at all levels and around the world.

The Center's thought leadership and problem solving projects have been funded by U.S. federal agencies such as: the National Science Foundation; Department of Justice; the Library of Congress; the Social Security Administration; and the National Archives and Records Administration; the Governments of Moldova, Turkey, and Portugal; international organizations such as the United Nations; the World Bank; corporations including SAP, AT&T and Microsoft; and numerous New York State and local government agencies. The Center is a 1995 winner of the Innovations in American Government Award.

Dr. Pardo is president-elect of the Digital Government Society of North America (DGS), a global multi-disciplinary organization of scholars and practitioners engaged in and committed to democratic digital government. She also serves on a number of national and international advisory and editorial boards, such as the Data Center for Applied Research in Social Sciences at Centro de Investigaci?n y Docencia Econ?micas (CIDE) in Mexico City, The NYS Forum, and Government Information Quarterly. She is a Senior Adviser to the Informatization Research Institution, State Information Center, P.R. China and a member of the Executive Council for Information Management & Technology for the U.S. Government Accountability Office (GAO). She has twice served as a jury panel member for Oman's Sultan Qaboos Excellence in E-government Award. Working in collaboration with colleagues from around the world and across sectors, Dr. Pardo has published over 120 articles, research reports, practice guidance documents, book chapters and case studies on topics such as open government and open data, smart cities, information sharing and integration, scientific data sharing, IT governance, and leadership and collaboration, among others. She also holds two research associate professor appointments at the University at Albany, the first in Public Administration and Policy and the second in Informatics.

Deborah's expertise in Organization, Leadership and Management Development and Human Resources management is based on 25+ years in the private sector in financial services, insurance, telecommunications and education.

Since joining NYS in January 2009, Deborah acts as Senior Consultant for the Organization, Leadership and Management Development initiatives offered by the Governor's Office of Employee Relations (GOER.) These initiatives include Executive Team Strategic Planning, Organizational Change facilitations, NYS Leadership Institute-formerly Leadership Classroom, Leadership Forums, etc. Deborah also works on various special projects related to agency consolidations/mergers.

She has special expertise in training design and facilitation as well as coaching and leadership/management development programs. A major accomplishment for Deborah was the design, delivery and management of a corporate-wide management development program for KeyCorp, a $65 billion (assets) banking and financial services holding company. She was also the VP of Organization Development for KeyCorp Leasing, a $3.2 billion dollar subsidiary of KeyCorp.

Prior to joining the Governor's Office of Employee Relations and before relocating back to NYS, she was Director of Learning & Development for MFS Investments in Boston, MA and was also the Principal/Owner of By The Sea Consulting, a consulting firm specializing in organization, leadership and management development.

Deborah's educational background includes a Bachelor of Science in Business Administration from the College of St. Rose and completion of the Advanced Graduate Program in Human Resources Management and Organization Development from Columbia University. She is certified in the use of the Myers- Briggs Type Indicator (MBTI), several 360 degree assessment tools, as well as many other organization and leadership development assessment and learning tools.

She currently resides in Niskayuna, NY and enjoys her 2nd residence on Cape Cod, as often as she can.

The goal of the eMail Project is to create a unified platform for delivery of eMail and other digital communication services, to be used by all State agencies for internal eMail and for communicating with citizens. This endeavor will coordinate with other initiatives to create a more efficient and cost-efficient technology infrastructure and service delivery system for State government.

David served as Chief Information Officer at the State Education Department from August 2000 through June 2012, where he was responsible for strategic application of information technology. He directed the activities of Information Technology Services, Project Management Office, and the Information Security Office; developed policies and standards for IT in the Department; and coordinated technology project management across program units. From 1989 to August 2000, David was Director of Senate Technology Services, responsible for office automation, data processing, delivery of technology services for Senate members and staff. David began his career as Deputy County Clerk in Chenango County.
