David Behen is Michigan's chief information officer and an executive-level leader of the Department of Technology, Management & Budget. He is responsible for setting strategic direction for state government technology. He previously served as CIO and deputy administrator of Washtenaw County and he cofounded a software company and served as a vice president of its parent corporation.

Under Behen's leadership, Washtenaw County twice received CIO Magazine's CIO 100 Award as one of the top 100 public/private IT programs and was named six times among the nation's top 10 digital counties. Crain's Detroit Business named Behen to its 40-under-40 list.

Oakland County Executive L. Brooks Patterson appointed Phil Bertolini as Deputy County Executive/CIO for Oakland County in January 2005. Prior to that, Bertolini served as Oakland County's Director of Information Technology. He began his career with Oakland County in 1988 with the Equalization Division.
Bertolini is a vocal advocate for cloud and enterprise solutions in government, cross-boundary resource sharing, and inter-jurisdictional cooperation. He has overseen the development of unique government technology programs, such as the G2G Cloud Solutions Initiative, and created successful models that can be implemented by other governments interested in improving operations while containing costs. Bertolini has traveled extensively to speak about eGovernment best practices and has authored a growing collection of resources to help other organizations modernize IT within today's rapidly changing technology landscape. He has promoted his philosophy of "Build it once, pay for it once, and everybody benefits" to many other government agencies, including those within the U.S. and others as far off as Australia and Dubai.

Tim Gard is an internationally recognized authority on stress reduction and conflict resolution. A highly sought-after speaker, Tim's travels have ranged from Bangkok to Boston, from Singapore to Sioux City, and Texas to Tasmania. He has won numerous awards, including his recent induction into the Speakers Hall of Fame - a prestigious honor that has been awarded to less than two hundred people worldwide. Tim's life experiences are both extensive and varied. He was raised in an Air Force family and "rebelled" by serving as a Navy man. Following his wartime service, Tim was employed in various capacities in County, State and Federal government. He became an expert fraud investigator and this work led him to extensively study human behavior, the art of persuasion, and various methods for resolving difficult situations. He quickly learned that humor is an indispensable tool in human relations. He now devotes himself to teaching these skills to others so that their interactions and life experiences can be expanded, maximized, and, most important of all, fun!

Before joining the LBJ School faculty, Lieutenant General Howell served as director of NASA's Johnson Space Center until 2005. In that post he was responsible for planning and directing all of the center's programs, including the Space Shuttle and International Space Station. He also held specific responsibility for such areas as spacecraft engineering and design, flight crew training, space and life sciences research, and mission operations. Prior to this, Howell served with distinction in the U.S. Marine Corps, where he flew more than 300 combat missions, eventually becoming Commander U.S. Marine Forces, Pacific, responsible for over 80,000 personnel. He has held various staff positions at the U.S. Naval Academy, the Marine Corps Headquarters, the Pentagon and NATO. Howell is the recipient of numerous military decorations and awards, including the Department of Navy's Distinguished Service Medal. In 1980 he received the John Paul Jones Award for Inspirational Leadership from the Navy League of the United States. Howell has a B.A. in political science and an M.A. in economics from the University of Texas.

She is also the 2007 recipient of the National Association of State Chief Information Officers (NASCIO) National Technology Champion Award in recognition of her outstanding contributions to advance public sector information technology initiatives.

For nearly twenty years she has served as a thought leader and adviser to public and private sector professionals, and has worked extensively with both sectors in helping them develop sound and successful strategies in the state and local and education markets.
