Jenny Bearss

Chief Systems Information Officer, Management and Reporting System, State of Mississippi

Jenny Bearss serves as the Chief Systems Information Officer for the Mississippi Management and Reporting System (MMRS) an office of the Department of Finance and Administration. She has direct responsibility for the administration and management of state legacy operations, which include: SAAS, the statewide accounting system; SPAHRS, the statewide payroll system; MERLIN, the state's data warehouse; and, Transparency Mississippi.

She has served in various roles for fifteen years in the Department of Finance and Administration. Her previous experience includes serving as a Scheduling Manager for Trustmark bank and, earlier, as a Production Control Analyst with the Mississippi Department of Human Services. Jenny has over 26 years experience in computer technology.

Jenny served in the United States Marine Corps (USMC) for eight years and is a graduate of the Computer Science School, Marine Corps Base Quantico, VA.

Jenny is currently serving on the Mississippi Electronic Government Oversight Committee. She received her Mississippi Certification for Public Manager in November of 2010.

Senior Manager - Information Security, Citrix Systems, Inc.
Laz Corrales is an accomplished and results driven professional with over 14-years in the management of complex Information Security Programs and direction of major Information Technology (IT) architectures and operations. His pragmatic approach has successfully helped organizations design, develop, and maintain architectures on various technology platforms; delivering solid, sustainable security solutions.

Laz is currently responsible for Information Security and Governance at Citrix Systems. He is responsible for a team composed of Security Architects, Engineers and Analysts who responsibilities include both design and operations. The team drives security policies/procedures, recommends and evaluates secure system builds and configurations. Collectively the team performs security audits, reviews, remediation and incident response. During tenure at Citrix, Laz has delivered new patch management procedures, XenDesktop/XenApp secure build and configuration standards, enhanced vulnerability management program, and secure wireless network using WIPS. As of recent, additional programs being delivered include Data Loss Prevention (DLP), enhanced 2-factor authentication, and enhanced global security monitoring and response.

Prior to joining Citrix Laz was the IT Security Manager and Continental Europe Data Protection Officer for the Norwegian Cruise Line(R), where he spearheaded architecture planning, design and management of the company's enterprise security and compliance measures designed to protect critical data and address compliance requirements across 16 geographically-dispersed offices around the world.

Laz holds a Bachelor of Science degree from the University of Florida. He maintains a wide range of recognized industry designations, including Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), and Certified Information Privacy Professional / Information Technology (CIPP/IT).

In his "spare" time Laz enjoys the outdoors, specifically backcountry and deep sea fishing off his kayak. You can say he gets his patience and pragmatic approach from coaching little league football for kids ages 4-6. His give back to the community is any opportunity to present internet awareness for parents and kids.

David currently resides in Wesson, MS with his wife and three teenage children. He graduated with a Bachelor's Degree in Marketing from the University of New Orleans and a Master's Degree in Management from Troy University. David has been working in the Technology Industry for over twenty (20) years, with experience in landline, wireless and satellite services. David has worked twelve years with AT&T, 5 years in his current as a Mobile Application Consultant for Government accounts in Mississippi and Florida. Prior to his current role, David was the Government Account Executive supporting all state, city and county agencies in Mississippi.

David is very involved with his church, teaching Sunday School to Jr High boys and singing on the Choir/Praise team. He likes to volunteer at local charities including the Baptist Children's Village. When not working he enjoys spending time with family and playing golf.

Executive Officer, Mississippi Wireless Communication Commission

Vicki serves as the Executive Officer for the Mississippi Wireless Communication Commission (WCC) which oversees the implementation of a statewide P25 land mobile radio communications system for public safety and first responders. She collaborated with the Office of the Governor and various stakeholders in the development of a comprehensive grant submission to the National Telecommunications and Information Administration's Broadband Technologies Opportunities Program to implement Long-Term Evolution technology as a platform for providing broadband mobile data access to public safety and first responders, which was awarded $70,000,000 in August 2010.

Prior to joining the WCC, Vicki served as Strategic Planning Coordinator for the Mississippi Department of Information Technology Services (ITS) and as Director of Communications for the Mississippi Public Utilities Staff (Staff). During her career with ITS and the Staff, she was involved in numerous significant initiatives, including management of the Mississippi broadband mapping project, the development and approval of annual reporting and certification requirements for carriers receiving federal universal service funds as well as the Mississippi Public Service Commission's Lifeline/Link-Up Outreach Program.

She is a member of the Staff Committee for the Federal-State Joint Board on Universal Service, the Mississippi Broadband Task Force, the Mississippi Broadband Connect Coalition, the Mississippi Wireless Association, the Broadband Committee for the Association of Public Safety Communications Officials and the Subcommittee on Telecommunications for the National Association of Regulatory Utility Commissioners.

Vicki holds a Bachelor of Science degree from the University of Southern Mississippi. In 2008, Vicki received the honor of being named one of the Mississippi Business Journal's 50 Leading Business Women.

Nolan Jones is Director of eGovernment Innovation at NIC. Mr. Jones has more than 15 years of government-sector experience. Dr. Craig Orgeron, Ph.D.

Dr. Orgeron has over 23 years of information technology experience in both the private sector and the federal and state level of the public sector. Dr. Orgeron began his career as a communications-computer systems officer in the United States Air Force. Currently, he serves as the as the Executive Director of the Mississippi Department of Information Technology Services (ITS) and Chief Information Officer for the State of Mississippi. In this role, Dr. Orgeron provides statewide leadership in the provision of services that facilitate cost-effective information processing and telecommunication solutions for agencies and institutions. He has participated in numerous government information technology task forces and committees, such as the Mississippi Broadband Task Force, the Digital Signature Committee, the Electronic Government Task Force, and the Governor's Commission on Digital Government, which led to the implementation of the enterprise electronic government in Mississippi. Dr. Orgeron holds a bachelor's degree in MIS, a master's degree and doctorate in public policy and administration from Mississippi State University. Dr. Orgeron is a certified public manager and a graduate of the Senator John C. Stennis State Executive Development Institute, as well as the Gartner CIO Academy, and the Harvard University, John F. Brian J. Reithel, Ph.D.

Professor of Management Information Systems, The University of Mississippi

Dr. Brian Reithel is a Professor of Management Information Systems at The University of Mississippi. He has been actively teaching and consulting in the information technology area since 1984.

In addition to serving as Dean of the School of Business Administration from 2003-2007, he has served in a variety of other leadership roles at Ole Miss over the past sixteen years including: Associate Vice Chancellor for University Relations, Co-Director of the successful $525 million Commitment to Excellence Campaign, Interim Director of the Trent Lott Leadership Institute, Co-Chair of the Sesquicentennial Celebration, and Chair of the MIS/POM Department.

He has been recognized with several awards for excellence in teaching, research, and service over the last two decades. For example, at the Ole Miss School of Business Administration, he is a past recipient of the undergraduate Outstanding Teacher Award, the Favorite Teacher Award, and the MBA Teacher of the Year Award.

A prolific scholar, he has authored or co-authored more than 80 research articles and papers for leading journals and scientific conferences. He is also a trusted source for the popular press on questions related to the interactions between emerging information technologies and evolving business trends:
o He has been quoted by: PC World magazine, Inc magazine - the premier national small business magazine, The New York Times newspaper, and ComputerWorld - the premier news outlet for IT leaders in the Fortune 500.
o He has also appeared on National Public Radio and on Mississippi Public Broadcasting as a commentator on business and technology trends.
o He has written several articles for the Mississippi Business Journal and the Delta Business Journal in addition to serving as a frequent commentator for Mississippi's state-wide Clarion Ledger newspaper.

Doug Robinson serves as Executive Director for the National Association of State Chief Information Officers (NASCIO).
