Jenny Bearss serves as the Chief Systems Information Officer for the Mississippi Management and Reporting System (MMRS) an office of the Department of Finance and Administration. She has direct responsibility for the administration and management of state legacy operations, which include: SAAS, the statewide accounting system; SPAHRS, the statewide payroll system; MERLIN, the state's data warehouse; and, Transparency Mississippi.
She has served in various roles for fifteen years in the Department of Finance and Administration. Her previous experience includes serving as a Scheduling Manager for Trustmark bank and, earlier, as a Production Control Analyst with the Mississippi Department of Human Services. Jenny has over 26 years experience in computer technology.
Jenny served in the United States Marine Corps (USMC) for eight years and is a graduate of the Computer Science School, Marine Corps Base Quantico, VA.
Jenny is currently serving on the Mississippi Electronic Government Oversight Committee. She received her Mississippi Certification for Public Manager in November of 2010.

David currently resides in Wesson, MS with his wife and three teenage children. He graduated with a Bachelor's Degree in Marketing from the University of New Orleans and a Master's Degree in Management from Troy University. David has been working in the Technology Industry for over twenty (20) years, with experience in landline, wireless and satellite services. David has worked twelve years with AT&T, 5 years in his current as a Mobile Application Consultant for Government accounts in Mississippi and Florida. Prior to his current role, David was the Government Account Executive supporting all state, city and county agencies in Mississippi.
David is very involved with his church, teaching Sunday School to Jr High boys and singing on the Choir/Praise team. He likes to volunteer at local charities including the Baptist Children's Village. When not working he enjoys spending time with family and playing golf.

Vicki serves as the Executive Officer for the Mississippi Wireless Communication Commission (WCC) which oversees the implementation of a statewide P25 land mobile radio communications system for public safety and first responders. She collaborated with the Office of the Governor and various stakeholders in the development of a comprehensive grant submission to the National Telecommunications and Information Administration's Broadband Technologies Opportunities Program to implement Long-Term Evolution technology as a platform for providing broadband mobile data access to public safety and first responders, which was awarded $70,000,000 in August 2010.
Prior to joining the WCC, Vicki served as Strategic Planning Coordinator for the Mississippi Department of Information Technology Services (ITS) and as Director of Communications for the Mississippi Public Utilities Staff (Staff). During her career with ITS and the Staff, she was involved in numerous significant initiatives, including management of the Mississippi broadband mapping project, the development and approval of annual reporting and certification requirements for carriers receiving federal universal service funds as well as the Mississippi Public Service Commission's Lifeline/Link-Up Outreach Program.
She is a member of the Staff Committee for the Federal-State Joint Board on Universal Service, the Mississippi Broadband Task Force, the Mississippi Broadband Connect Coalition, the Mississippi Wireless Association, the Broadband Committee for the Association of Public Safety Communications Officials and the Subcommittee on Telecommunications for the National Association of Regulatory Utility Commissioners.
Vicki holds a Bachelor of Science degree from the University of Southern Mississippi. In 2008, Vicki received the honor of being named one of the Mississippi Business Journal's 50 Leading Business Women.

Dr. Brian Reithel is a Professor of Management Information Systems at The University of Mississippi. He has been actively teaching and consulting in the information technology area since 1984.
In addition to serving as Dean of the School of Business Administration from 2003-2007, he has served in a variety of other leadership roles at Ole Miss over the past sixteen years including: Associate Vice Chancellor for University Relations, Co-Director of the successful $525 million Commitment to Excellence Campaign, Interim Director of the Trent Lott Leadership Institute, Co-Chair of the Sesquicentennial Celebration, and Chair of the MIS/POM Department.
He has been recognized with several awards for excellence in teaching, research, and service over the last two decades. For example, at the Ole Miss School of Business Administration, he is a past recipient of the undergraduate Outstanding Teacher Award, the Favorite Teacher Award, and the MBA Teacher of the Year Award.
A prolific scholar, he has authored or co-authored more than 80 research articles and papers for leading journals and scientific conferences. He is also a trusted source for the popular press on questions related to the interactions between emerging information technologies and evolving business trends:
o He has been quoted by: PC World magazine, Inc magazine - the premier national small business magazine, The New York Times newspaper, and ComputerWorld - the premier news outlet for IT leaders in the Fortune 500.
o He has also appeared on National Public Radio and on Mississippi Public Broadcasting as a commentator on business and technology trends.
o He has written several articles for the Mississippi Business Journal and the Delta Business Journal in addition to serving as a frequent commentator for Mississippi's state-wide Clarion Ledger newspaper.
o He has also been interviewed for the information technology-related career advancement and commentary sections of the world's most prominent web-based employment networking site - Monster.com - as well as appearing in the pages of Processor, one of the nation's leading data center publications.
As an active member of the larger information technology community, he has served as an officer in several academic and professional organizations. Most recently, he served as the national President of the Association of IT Professionals - the world's oldest association for those in the information technology industry. He has also served as the President of the national Foundation for Information Technology Education for three years.
A past recipient of the prestigious state-wide "Top 40 Under 40" award from the Mississippi Business Journal as well as the Mississippian of the Year award from the Jackson chapter of the Association of IT Professionals, Dr. Brian Reithel has been a member of the Ole Miss School of Business Administration faculty since 1991.

Doug Robinson serves as Executive Director for the National Association of State Chief Information Officers (NASCIO). Representing state CIOs and information technology executives, NASCIO is the premier network and resource for state CIOs and an advocate for information technology (IT) at all levels of government. NASCIO provides state CIOs and members with products and services designed to support the challenging role of the state CIO, stimulate the exchange of information and promote the adoption of IT best practices and innovations. Doug is responsible for the overall executive leadership of the association including strategic planning, policy execution, government affairs, strategic alliances, emerging issues and board and committee oversight.
Doug is a frequent speaker, panelist and author representing state CIOs, NASCIO policy issues, priorities and trends in state government IT. In addition, he represents NASCIO on several national boards, committees and advisory groups. Among his recognitions, he was named to Government Technology magazine's 2006 Top 25 Doers, Dreamers and Drivers in public sector information technology.
His career spans over thirty years in state government, higher education and public sector IT consulting. Prior to joining NASCIO in 2004, he served as an Executive Director in the Governor's Office for Technology, Commonwealth of Kentucky.
