Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Mississippi Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Alex Alben - Featured Speaker

Chief Privacy Officer, State of Washington

Alex Alben has played a leadership role in the field of digital media and has shared his expertise in both teaching and journalism. As a technology executive, Alex helped launch ESPN.com and ABCNews.com, and served for six years in senior management at RealNetworks. At the outset of his career, Alben served as a researcher for CBS News covering the 1980 Presidential campaign and went on to work for Mike Wallace at CBS Reports. In the 1990’s, Alben worked as an entertainment lawyer for Orion Pictures and Warner Bros. He was a candidate for the U.S. Congress from Washington State's 8th Congressional District in 2004.
A graduate of Stanford University and Stanford Law School, Alben writes for The Seattle Times and other publications on the intersection of media, technology, and politics. He is the author of Analog Days—How Technology Rewrote Our Future. In April of 2015, Alex was named the Chief Privacy Officer for the State of Washington. In that role, he has initiated state-wide programs for enhanced privacy training, consumer education and “Privacy Modeling.” In March of 2016, the Washington legislature created the Office of Privacy and Data Protection.

Director of Cloud Services Operations, C Spire Cloud Services

Greg Mathis is an Information Technology executive with 30 years of experience providing leadership and management of telecommunications systems, information systems and IT professionals for companies such as C Spire, a diversified telecommunications and technology services company. Mathis’ areas of responsibility is Cloud Services for both enterprise and commercial operations. This includes: Data Center management, Windows and VMware, Open Systems and Storage, Data Networks and Systems Architects. Since joining the company in 2007, Mathis has performed a variety of duties with increasing responsibility, including Infrastructure Manager and Senior Manager of Data Center Operations. Prior to joining C Spire, Mathis was an IT Director for a successful IT services group as well as various management and leadership positions for Mississippi Chemical Corporation, a manufacturer and distributor of industrial chemicals with applications from pharmaceuticals, crop nutrients, and rocket propellants. A graduate of the Hawaii Pacific University School of Natural and Computational Sciences with a Bachelor of Science degree in Computer Science, and a Master of Business Administration degree from Millsaps College, Mathis is a veteran of the U.S. Air Force where he served for 7 years. Mathis resides in Yazoo City, Mississippi with his wife, Karen. They have two grown children, Zachary and Hanna.

Mark McKee

Mark McKee

Executive Director, Office of Homeland Security, State of Mississippi

Mark McKee was appointed as the Executive Director of the Mississippi Office of Homeland Security by Governor Phil Bryant on October 1, 2016. He has extensive experience conducting investigations and providing protection for heads of state. His duties now focus on preparing the State of Mississippi in the prevention, protection and response to acts of terrorism and any disaster that may occur. Director McKee also serves as the Homeland Security Advisor to the governor.
Director McKee is a retired Supervisory Special Agent from the U.S. Secret Service (USSS) where he was commissioned in 1991. His field experience includes both protective and investigative assignments. He served for four years as shift leader of executive protection detail for former President Ronald Reagan. His first supervisory assignment was in the National Threat Assessment Center (NTAC), serving as the national training coordinator. NTAC’s mission was to conduct research and training on the prevention of targeted violence. Mr. McKee was assigned to a number of field offices during his USSS career. In this capacity, he conducted criminal investigations of counterfeit, forgery, access device fraud, threats to their protected persons. He also served on several task forces investigating organized crime activities. Director McKee was also assigned to the USSS Intelligence Division. For over two years he specialized in international terrorism and operations, and served as the intelligence liaison to several U.S. Intelligence Agencies. He has conducted numerous domestic and international lead protective advances for USSS protectees. He has also served as a protection shift agent and detail leader for many visiting foreign heads of state. Director McKee’s final assignment was as the Resident Agent in Charge for Mississippi.
In 1989, Special Agent McKee earned his degree in Criminal Justice Administration with a minor in Psychology from the University of South Alabama. His law enforcement career began in 1986 when he enlisted in the U.S. Coast Guard, serving as a weapons specialist and boarding officer.

Dr. John Q. Porter

Dr. John Q. Porter

Chief Information Officer and Chief of Technology and District Transformation, Office of Technology and District Transformation, Department of Education, State of Mississippi

Dr. Porter serves as the Chief of Technology and District Transformation for the Mississippi State Department of Education. He is the former Superintendent of Oklahoma City Public Schools and a former Deputy Superintendent of Montgomery County Public Schools in Maryland. Dr. Porter holds degrees from Ohio State University and Catholic University of America. He is a graduate of the Harvard University Executive Program (PELP) and The Broad Academy for Superintendents. During his career, he has built and run profitable IT businesses through visionary and results-oriented leadership.
For several years, Dr. Porter served as an information systems consultant to numerous large public-school districts nationally. Dr. Porter's career has included the practice of law in a firm of over one hundred members, as well as positions as head of business development, administration and strategic planning for a publicly-traded company that focused on providing information services, records management and systems integration to the public and private sectors. He was one of four partners who successfully purchased a division of Unisys Corporation specializing in information management and systems integration. He has served in several executive positions in the information management industry.
Dr. Porter has been a guest lecturer on such topics as electronic document management, automated workflow, electronic commerce, enterprise resource planning and strategic planning. As both an attorney and expert in information technology, Dr. Porter has been called upon to serve as a consultant and technical specialist in some of the most celebrated legal cases in US history, including the Charles Keating (Lincoln Savings), Drexel Burnham and Executive Life Assurance cases, as well as the Bluebonnet Savings and Loan litigation and the OJ Simpson trial. He has a long history of community service, and has served on the boards of many local organizations as well as professional groups.

Billy Rials, Ph.D.

Enterprise Architect, Department of Information Technology Services, State of Mississippi

Dr. Billy Rials is the Enterprise Architect for the State of Mississippi, Department of Information Technology Services. He has had a successful career in government technology services focused on providing thought leadership, best practices, and architecture principles around innovative technology. In his current role as Enterprise Architect, he helps to align the state’s strategic technology investments with statewide goals while focusing on collaboration between all state agencies as well as private sector partners.
Dr. Rials holds a bachelor's degree from Belhaven University, a master's degree in computer information systems from Missouri State University. He also holds a Ph.D. from Jackson State University with a research interest in the critical factors that influence the adoption of cloud computing in the public sector.

David Sliman

Chief Information Officer, Information Technology Services, University of Southern Mississippi

David Sliman is the Chief Information Officer at the University of Southern Mississippi and has been a member of the USM technical staff since 1997. His office consists of 90 employees, plus student workers, and is responsible for the academic and administrative technical needs of approximately 15,000 students and 2,600 faculty and staff in multiple locations. He was integral in the rebuilding of the technical infrastructure of all the USM Gulf Coast teaching sites after hurricane Katrina and the modernization of the USM Technology and Data Center in Hattiesburg.
Prior to USM, Mr. Sliman was co-founder, president, and CEO of Southwind Technologies, a computer integration company and one of the first internet service providers on the MS Gulf Coast. Mr. Sliman worked for several contractors at the NASA Stennis Space Center as a scientific programmer, database administrator, and network specialist for NASA, the Naval Oceanographic Office, and the Naval Research Laboratory. Mr. Sliman helped develop database and network disaster recovery strategies and business continuity plans.
Mr. Sliman served as a past president of the Mississippi Chapter of InfraGard, a national public/private partnership with the FBI, working on the protection of critical infrastructures. He is the Director of the Mississippi Region VI Science and Engineering fair and is involved with the State and International Science and Engineering fairs.
The Ocean Springs native graduated from Louisiana State University with a Bachelor of Science degree in computer science and has a Master’s of Business Administration from the University of Southern Mississippi.

Bob Zapotocky is an Application Sales Manager with AT&T’s Global Public Sector- Government, Education Solutions organization. Bob is responsible for AT&T’s Unified Communications, Cloud Collaboration and IP Transformation Strategy and Technical Support for our State and Local Government, and Education customers in states east of the Mississippi River. In his years supporting this market, Bob has shared industry trends, critical analysis and strategic insights in presentations for a number of organizations including the International Telecommunications Professional Exchange (IPTX), Tennessee Educational Technology Association (TETA), Ohio Higher Education Computing Council (OHECC) and The University System of Georgia Board of Regents, and Pennsylvania/New Jersey/Delaware Association for Distance Learning (PADLA). He has also participated in and provided content for podcasts, whitepapers and articles published by various industry trade and media outlets.
Bob has 19 years of experience with AT&T in a variety of positions supporting enterprise and public sector clients in their efforts to lead IP transformation within their organizations. He holds an MBA from Suffolk University and is an Alumnus of The Emerging Leaders Program with the Center for Collaborative Leadership at the University of Massachusetts, Boston.
Robert's published work includes Voice Transformation: The Evolution of Voice Communications and THE Journal and Campus Technology.

The Mississippi Department of Education recognized that fewer students than were federally qualified were being determined as eligible for free school lunch. Self-reporting wasn’t working and kids were going hungry. Learn how interdepartmental coordination, interfacing systems, and a focus on quality data resulted in an estimated 97% eligibility match and feeding the most vulnerable citizens.

Optimizing the Workforce and Workplace of Tomorrow

For years, government has widely reported the onset of the “silver tsunami.” The looming retirement wave is driving the need to accelerate innovative recruitment and retention practices in government at all levels, particularly in IT. Questions about mobility, flexibility, collaboration tools and collaborative spaces are becoming common during the interview process. Yet government is not always prepared to offer competitive answers in today’s legacy environment. This session offers a look at what some innovative organizations are doing to scrap outmoded practices, address modernization and embrace new paradigms.
