Vice President, ViON Corporation
John Garing is a Vice President of ViON Corporation of Washington, DC. Prior to joining ViON, he was a Principal Consultant with Suss Consulting. Until June, 2010, he was the Defense Information Systems Agency (DISA) Director for Strategic Planning and Information. He supported the DISA Director in decision making, strategy development, and funding and resource allocations for an $8 billion budget. He was also DISA's Chief Information Officer exercising CIO authorities for both internal systems and enterprise services for the DoD. From 1998 to 2003, Mr. Garing led DISA's Defense Enterprise Computing Centers, DoD's 18 major data centers serving 5 million customers as a $700 million business in the Defense Working Capital Fund. He pioneered utility computing and developed innovative financing of data processing with acquisition of commodity-based, capacity on demand processing and storage as managed services rather than as capital assets. Prior to returning to federal service in 1997, Mr. Garing worked in the private sector for eight years. Mr. Garing enjoyed a 24 year career in the United States Air Force in telecommunications and IT retiring in the grade of colonel.

Jefferson "Beak" Howell

Adjunct Professor, LBJ School of Public Affairs, University of Texas, and Former Director of NASA's Johnson Space Center
Before joining the LBJ School faculty, Lieutenant General Howell served as director of NASA's Johnson Space Center until 2005. In that post he was responsible for planning and directing all of the center's programs, including the Space Shuttle and International Space Station. He also held specific responsibility for such areas as spacecraft engineering and design, flight crew training, space and life sciences research, and mission operations. Prior to this, Howell served with distinction in the U.S. Marine Corps, where he flew more than 300 combat missions, eventually becoming Commander U.S. Marine Forces, Pacific, responsible for over 80,000 personnel. He has held various staff positions at the U.S. Naval Academy, the Marine Corps Headquarters, the Pentagon and NATO. Howell is the recipient of numerous military decorations and awards, including the Department of Navy's Distinguished Service Medal. In 1980 he received the John Paul Jones Award for Inspirational Leadership from the Navy League of the United States. Howell has a B.A. in political science and an M.A. in economics from the University of Texas.

Thomas Parrish

Chief Information Officer, Department of Cultural Resources, State of North Carolina
Thomas Parrish is Chief Information Officer for the North Carolina Department of Cultural Resources. In this capacity, Parrish provides vision and direction for all Information Technology (IT) related projects and initiatives for the department. With a $67 million dollar fiscal budget, DCR is charged with managing all state historic sites, history and art museums and libraries. DCR also maintains and manages all state historic records and archives. IT is an intricate part of the services DCR provides to NC citizens. During his tenure achievements have been made in digital storage management, enterprise systems consolidation and enterprise system access and delivery.

Parrish joined Cultural Resources in April 2007 and has served in the capacity of CIO since. In 2009 he was elected Chairman of the to the North Carolina CIO Council where he served in that role for 2 years, joining the Council's planning board in July 2011.

Prior to joining Cultural Resources, Parrish was the Director of Academic Computing for the Elizabeth City State University in Elizabeth City North Carolina.

In this role, which he held from 2005 until April 2007, Parrish was accountable for all activities relating to voice, video and data communications. He was also responsible for the faculty, staff and student support services, backend services included Email, SAN/NAS storage, network security, cell phone, CATV and other communication services. The dominate IT initiative under his direction was the successful deployment of a 12 month $850,000 dollar campus-wide IP Telephony (Cisco) solution, servicing approximately 4,000 faculty, staff and students.

Parrish is a Certified Government CIO with over 12 years of CIO level experience including tenures at the City of Rocky Mount as CIO and the NC Office of the Governor as Director of MIS.

Parrish holds a Master of Science degree in Earth Science with a Geographic Information Systems (GIS) concentration from North Carolina Central University in Durham North Carolina. He is based in Cultural Resources' Raleigh, headquarters.
