Randy Cole

Controlling Board President and Policy Advisor, Office of Budget and Management, State of Ohio
Randy serves as Controlling Board President and Policy Advisor to Office of Budget and Management (OBM) Director Tim Keen. He has responsibility for coordinating shared services and government reform and efficiency initiatives for OBM and the Governor's Office including leading the team that developed "Beyond Boundaries- A Shared Services Action Plan for Ohio Schools and Governments".

He is the OBM designee to the Ohio Turnpike Commission, the MARCS Steering Committee (the statewide emergency radio system), the OAKS Steering Committee (Ohio Administrative Knowledge System) and the Local Government Innovation Council, which is responsible for overseeing the award of $45 million in grants and loans to schools and local governments. He also participates in the Governor's Office of Health Transformation Program Office as an advisor for shared services and system delivery transformation.

Most recently, he served for two years as Director of Audit Services and Technology for Auditor of State Mary Taylor. He supervised Local Government Services (LGS), the Performance Audit Section, and Information Technology Section, including the Uniform Accounting Network (UAN).

Prior to his latest government service, Cole worked as a sales and marketing executive at FirstEnergy Corporation from 1998 to 2004 and served as President of a technology company that specialized in online application development for government clients from 2004 to 2008.

Randy began his career in the Ohio Statehouse in 1989 as an LSC intern. He later served as a budget analyst for the Senate Republican caucus from 1991 to 1993 before leaving to work in Summit County government for Six years.

Randy has a Bachelor of Science Degree in Public Policy Management from the University of Akron and completed graduate coursework at the John Glenn School at The Ohio State University. Randy is also a graduate of Leadership Akron Class 14 and Leadership Ohio Class 7.

He is married to Cyndra Cole and resides in Akron with his three children.

John Conley

Chief of P-20 Educational Technology, University System of Ohio - Board of Regents

John Conley serves the University System of Ohio as the Ohio Board of Regents' Asst. Deputy Chancellor of Educational Technology. In this role, he oversees the Ohio Technology Consortium consisting of the Ohio Academic Resources Network (OARnet), the Ohio Supercomputer Center (OSC), the Ohio Library and Information Network (OhioLINK), E-student Services and Research and Innovation. He also plays a role in the collaborative efforts for shared services across state government and higher education.

John's experience in the information technology field includes advocating for some of the largest software companies in the United States and establishing public-private partnerships between businesses and government agencies at the federal, state and local levels. His advocacy work has also focused on encouraging states and large urban school districts to utilize cutting-edge educational data warehouses and to integrate a more efficient business intelligence reporting system within K-12 education.

He previously served in the Ohio Attorney General's office, assisting in the launch of the Ohio Law Enforcement Gateway (OHLEG), its financial information network and the state's online sex offender registry.

John earned a bachelor's degree from The Ohio State University and resides in Columbus with his wife, Celena, and their four children.

Stu Davis

Chief Information Officer, State of Ohio

Stu Davis currently serves as the State Chief Information Officer (CIO) and Assistant Director for the Ohio Department of Administrative Services (DAS), Office of Information Technology (OIT). Stu has a varied background in IT leadership and management, including infrastructure, enterprise shared services, and spatial technologies. Prior to his appointment as State CIO, Stu served as the State Chief Operating Officer and deputy director of the Infrastructure Services Division within DAS/OIT.

As the State Chief Information Officer, Stu leads, oversees and directs state agency activities related to information technology development and use. As Assistant Director of DAS, Stu oversees the Office of Information Technology (OIT) which delivers statewide information technology and telecommunication services to state government agencies, boards and commissions as well as manages IT procurement, policy and standards development, lifecycle investment planning and privacy and security management.

Stu serves as Chair of the Multi-Agency Radio Communications System (MARCS) Steering Committee that supports voice and data communications for statewide public safety and emergency management. He also chairs the Ohio Geographically Referenced Information Program (OGRIP) Council that provides geographic information systems (GIS) coordination across the state between all levels of government. He is a 15 year member and past president of the National States Geographic Information Council (NSGIC).

His career spans 32 years focused on state and local government with 12 years of hands on experience in local government, 15 years in state government and 5 years in the private sector consulting to state and local government on IT/GIS initiatives.

John Garing

Vice President, ViON Corporation
John Garing is a Vice President of ViON Corporation of Washington, DC. Prior to joining ViON, he was a Principal Consultant with Suss Consulting. Until June, 2010, he was the Defense Information Systems Agency (DISA) Director for Strategic Planning and Information. He supported the DISA Director in decision making, strategy development, and funding and resource allocations for an $8 billion budget. He was also DISA's Chief Information Officer exercising CIO authorities for both internal systems and enterprise services for the DoD. From 1998 to 2003, Mr. Garing led DISA's Defense Enterprise Computing Centers, DoD's 18 major data centers serving 5 million customers as a $700 million business in the Defense Working Capital Fund. He pioneered utility computing and developed innovative financing of data processing with acquisition of commodity-based, capacity on demand processing and storage as managed services rather than as capital assets. Prior to returning to federal service in 1997, Mr. Garing worked in the private sector for eight years. Mr. Garing enjoyed a 24 year career in the United States Air Force in telecommunications and IT retiring in the grade of colonel.

Jefferson "Beak" Howell

Adjunct Professor, LBJ School of Public Affairs, University of Texas, and Former Director of NASA's Johnson Space Center
Before joining the LBJ School faculty, Lieutenant General Howell served as director of NASA's Johnson Space Center until 2005. In that post he was responsible for planning and directing all of the center's programs, including the Space Shuttle and International Space Station. He also held specific responsibility for such areas as spacecraft engineering and design, flight crew training, space and life sciences research, and mission operations. Prior to this, Howell served with distinction in the U.S. Marine Corps, where he flew more than 300 combat missions, eventually becoming Commander U.S. Marine Forces, Pacific, responsible for over 80,000 personnel. He has held various staff positions at the U.S. Naval Academy, the Marine Corps Headquarters, the Pentagon and NATO. Howell is the recipient of numerous military decorations and awards, including the Department of Navy's Distinguished Service Medal. In 1980 he received the John Paul Jones Award for Inspirational Leadership from the Navy League of the United States. Howell has a B.A. in political science and an M.A. in economics from the University of Texas.

In partnership with the Governor's Office of Health Transformation (OHT), DAS IT Shared Solutions Office is currently engaged to simplify the State's Health and Human Services (HHS) operating model in an effort to optimize and streamline State and County HHS practices related to eligibility determination.

Throughout his career he has been responsible for building strategic vision; providing critical engagement delivery leadership; project management; IT investment and portfolio management; as well as organization change management. He has led the implementation of AGILE development methodology and ITIL processes; the transformation of organizations through a Managed Services operations model; and Infrastructure refresh, virtualization, and data center transformation projects. In addition, he has also led ERP, Business Intelligence and corporate performance management practices with a proven ability to drive productivity while controlling costs and streamlining operational efficiencies.

Deputy Director, Center for Digital Government
Bill Schrier is Deputy Director of the Center for Digital Government responsible for helping to drive the strategic direction and development of the Center's programs and for providing thought leadership, strategic direction and hands-on expertise in expanding the Center's services to both government and industry. He is also Director of Digital Communities, the e.Republic local government program.
Schrier was the Chief Technology Officer (CTO) of the City of Seattle from October 2003 to June 2012. As CTO, he was the senior official, reporting to the Mayor, responsible for information technology policy and management of IT resources serving the 11,000 employees and 600,000 people of Seattle. Schrier was named one of Government Technology magazine's Top 25 Doers, Dreamers and Drivers in public-sector IT for 2008, Computerworld's Premier 100 CIOs, and was named a fellow of the Public Technology Institute and the Public Safety Foundation of America. He has served in several leadership capacities to develop the Nationwide Public Safety wireless Broadband Network, which was authorized by Congress in February, 2012, and funded with $7 billion. Schrier is also a retired officer of the United States Army Corps of Engineers.
