NextGen 911

The National Emergency Number Association (NENA) is an organization whose mission it is to foster the technological advancement, availability, and implementation of a universal emergency telephone number system in the United States, 9-1-1. The protection of human life, the preservation of property and the maintenance of general community security are among NENA's objectives.

NENA defines Next Generation 9-1-1 (NG9-1-1) as an Internet Protocol (IP)_based system comprised of managed Emergency Services IP networks (ESInets), functional elements (applications), and databases that replicate traditional E9-1-1 features and functions and provides additional capabilities. NG9-1-1 is designed to provide access to emergency services from all connected communications sources, and provide multimedia data capabilities for Public Safety Answering Points (PSAPs) and other emergency service organizations.

Evolving legacy PSAP networks toward the i3 Standard requires the entire emergency services community, including 9-1-1 authorities, equipment and software vendors, originating service providers, and access network providers, to re-evaluate their technical infrastructure and operational procedures. Navigating this transformation requires an understanding of IP-communication technologies and an awareness of the broader industry trends shaping digital communications.

FirstNet (Nationwide Public Safety Broadband Network)

On February 22, 2012, President Obama signed into law H.R. 3630, the Middle Class Tax Relief and Job Creation Act of 2012, which includes provisions to fund and govern a nationwide Public Safety Broadband Network. This network is called First Responders Network (FirstNet).

FirstNet will provide a secure, reliable and dedicated interoperable wireless broadband network for public safety organizations and emergency responders to communicate during an emergency and for daily operations. FirstNet is an independent authority within the Department of Commerce's National Telecommunications and Information Administration (NTIA). FirstNet has a strategic operational budget plan of $7B to build out the nationwide public safety broadband network. The State of Oregon will act as a clearinghouse for coordination and communications with FirstNet as requirements are gathered and plans are developed for the build out and operation of Oregon's portion of this Nationwide Public Safety Broadband Network for use by public safety communities and emergency responders across the state.
