Rita Gass has served as the Chief Information Officer for the California Secretary of State’s office since June of 2016. Prior to her current position, Rita served as the Chief Information Officer for the California Conservation Corps (CCC).

Bill Kehoe

Chief Information Officer, Los Angeles County

Bill Kehoe has been a public-sector Chief Information Officer (CIO) since 2002 serving as a State Agency CIO at the State of Washington Department of Licensing from 2002 – 2010; at King County Washington from 2010 – 2017; and as Los Angeles County CIO from November 2017 – Present. Bill has provided strategic and operational leadership for key organizational and technology transformations as a CIO including: three mainframe migrations, two IT organization and technology consolidations, multiple data center consolidations, development of multiple online services for state and local government residents, hybrid cloud strategy and deployment, application rationalization and modernization, IT Governance, Innovation, IT Strategic Planning, Enterprise Architecture, Information Management, and Unified Communication services.
As the CIO for Los Angeles County, Bill and the Office of the CIO have responsibility for enterprise technology strategy, governance, and policy. Bill and the Office of the CIO are also responsible for the enterprise information management, security, and department consulting programs.
Bill is involved in several professional organizations and is the current President of MIX, a national local government CIO consortium. Bill was recognized by Government Technology as one of the Top 25 Doers, Dreamers, and Drivers in 2015. King County was recognized as the top large county in the 2017 Digital Counties Survey.
Bill graduated from Gonzaga University in 1984 with a degree in electrical engineering and ran cross country for the school where he met his wife, Susan. Bill has run 14 marathons including the 1993 Boston Marathon. His best finish was the 1991 Seattle Marathon where he finished 10th overall with a time of 2:36. Bill also coached high school cross country and track and field for 11 years (1999 – 2010). His boys’ and girls’ teams won seven combined cross country and track state championships and several of his athletes moved on to successful collegiate running careers. Bill was voted into the Washington State Cross Country High School Coaches Hall of Fame in 2015.

Assemblymember Jacqui Irwin

California State Assembly - 44th District

Jacqui Irwin was first elected in 2014 to represent California’s 44th Assembly District, which includes the cities of Camarillo, Moorpark, Oxnard, Port Hueneme, Thousand Oaks, Westlake Village and the communities of Casa Conejo, Channel Islands Beach, El Rio, Lake Sherwood, Oak Park, and Santa Rosa Valley.
Assemblymember Irwin currently chairs the Veterans Affairs Committee, and is a member of the Agriculture Committee, Business & Professions Committee, Higher Education Committee, and the Privacy & Consumer Protection Committee.
Assemblymember Irwin also chairs the Assembly Select Committee on Cybersecurity, and Co-chairs the National Conference of State Legislatures Task Force on Cybersecurity. These roles have allowed her to help lead national and statewide efforts to improve our cybersecurity policies.

Maria is a dynamic, high performing leader successful in implementing ‘game-changing’ innovative technology solutions across organizations. She is known for building strong partnerships with executives, operational
business units, and the community. With a long history of public service and local government experience, she has led many important transformational initiatives. Her recent achievements include a 150 million
dollar Public Private Partnership, positioned Sacramento to be the first City in the nation to deliver 5G, national award winning accountability and transparency Initiatives, Enterprise Digital Strategy development and execution.
