Sherri Greenberg is the Director of the Center for Politics and Governance at the LBJ School of Public Affairs at the University of Texas at Austin. She also is a lecturer and Fellow of the Max Sherman Chair in State and Local Government. Her current teaching and research interests include: public finance and budgeting; public procurement and contracting; public pensions; online governance, transparency and civic engagement; campaigns and elections, state and local government; education and housing. Her recent publications are "Texas Financial Transparency: Open and Online", " Federal Lines of Business E-Government Initiatives: Progress and Effects", "State E-Government Strategies: Identifying Best Practices and Applications" and "Beyond the Bid: An Evaluation of State and Local Government Procurement Practices."
Greenberg served for 10 years as a member of the Texas House of Representatives, completing her final term in January 2001. In 1999, the Speaker of the House appointed her to chair the House Pensions and Investments Committee and to chair the Select Committee on Teacher Health Insurance. She served two terms on the House Appropriations Committee, and served on the Appropriations Committee's Education, and Major Information Systems Subcommittees. Other committee assignments included the House Economic Development Committee, Elections Committee, and Science and Technology Committee.
As a public finance professional, Greenberg served as the Manager of Capital Finance for the City of Austin from 1985 to 1989, overseeing the City's debt management, capital budgeting, and capital improvement programs. Prior to that she was a Public Finance Officer at Standard & Poor's Corporation in New York, where she analyzed and assigned bond ratings to public projects across the country.
Professor Greenberg received an M.Sc. in Public Administration and Public Policy from the London School of Economics and a B.A. in Government from the University of Texas at Austin. Currently, she serves on the national board for the American Society for Public Administration and is a board member for the Section on Women in Public Administration, as well as a CenTex Chapter board member. Also, Greenberg is a board member of the Jewish Community Relations Council of Austin and an appointed member of the City of Austin General Obligation Housing Bond Review Committee.
Jim Hine spent over 35 years in Texas State Government, culminating his career by serving as Commissioner and CEO for three major state agencies in Texas: The Texas Department of Protective and Regulatory Services, the Texas Department of Human Services, and the Department of Aging and Disability Services.
The Department of Aging and Disability Services (DADS) was one of four consolidated agencies to remain in the Health and Human Services Enterprise after Texas consolidated eleven independent state agencies into four consolidated agencies in 2003 to create a more efficient delivery system for the Health and Human Services programs administered in Texas. DADS consolidation combined the community care and nursing home services programs of the Department of Human Services, and aging services programs from the Department on Aging with mental retardation and state school programs from the Department of Mental Health and Mental Retardation, to promote better coordination across programs in the aging and disabled delivery system. Mr. Hine served as Commissioner during the transition and led DADS through its first legislative session in 2005.
Mr. Hine is the recipient of the Bob Bullock Award for Outstanding Public Stewardship and the U.S. Department of Health and Human Services, Administration on Children, Youth and Families Commissioner's Award for his outstanding contributions toward the prevention, intervention, and treatment of child abuse and neglect. He has been recognized by Texas Lutheran University with their Distinguished Alumni award and has received the Texas Public Employees Association Agency Administrator of the year award. He was also a finalist in the Computerworld Smithsonian Award for Visionary use of Information Technology in the Field of Government and Non-profit Organizations.
He currently serves on the Boards of the Texas Silver-Haired Legislature Foundation; the Center for Public Policy Priorities and the United Ways of Texas and sits as a member of the University of Texas Law School's Advisory Council on Alternative Dispute Resolution.
He holds a bachelor's degree in accounting from Texas Lutheran College, is a Certified Public Accountant, and is a graduate of the Governor's Executive Development Program at the University Of Texas LBJ School Of Public Affairs. He retired from state government on January 31, 2006 and presently is self-employed and owner of Public Policy Solutions, where he has worked since his state retirement. His current practice is a combination of client consulting, lobbying and voluntary public advocacy.

Chris Neff leads the brand management, sales promotion, market research, advertising, and consumer insights functions for NIC (NASDAQ: EGOV). NIC is the Kansas City-based eGovernment provider that builds user-friendly self-service solutions for the Web, mobile, and point-of-purchase channels. NIC currently manages online services, websites, and secure payment processing solutions for 29 states and more than 3,500 federal, state, and local agencies nationwide.
Prior to joining NIC in July 2000, he developed the Coca-Cola Company's consumer marketing programs and branding strategies for restaurant and entertainment clients. At MCI Communications, he was the product manager for several consumer services, including the MCI Local and MCI PrePaid brands. Mr. Neff began his career as an on-air cable television broadcaster and producer in the Detroit area.
A frequent speaker on developing effective branding and marketing strategies to drive higher usage of digital government, he is a professional voiceover artist and radio host for a National Public Radio member station in Park City, Utah. He received an MBA in international business from the Thunderbird School of Global Management and a BA in communications from the University of Michigan.
Mr. Neff lives in Park City with his wife and two children.
