Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Washington Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Morgan is the author of Identity Predators: Win the War Against Hackers.

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Michael DeAngelo is the Deputy Director for Washington Technology Solutions (WaTech) and division lead for Business and Digital Media Services. He is responsible for providing strategic technology leadership for the State which spends about $2B per year on technology services. Michael is passionate about leveraging technology in innovative and exciting ways to solve complex business problems. Michael has been leading an agile transformation is the State including applying agile, SCRUM, and Kanban in a non-software context with agile contracting and self-organization. Recently, his work has been in transforming the government culture and systems to make government a relevant and competitive employer of top talent in the state.

Heidi Geathers is an executive leader within Washington State’s central technology agency, WaTech.
She has leveraged her skills in both the private and public sectors to solve business problems that best serve the organization and customer. She is an experienced leader with over 20 years in the technology field. Heidi has been part of the technology evolution, applying many principles she has learned over the years to technology initiatives today. Her career has spanned the banking world, liquor and Marijuana regulation, and IT as a service.

Tony Gillespie

Tony recently retired GS15 Assistant Chief of Staff G6 for Marine Corps Installations East. He has nearly 35 years in the Marine Corps active duty and Civil Service. Gillespie was responsible for the Voice, Video, Data and Security for all USMC bases on the East Coast south of Quantico, Va., and the primary architect and Pilot for C2C for the DoD.

Mike Kaser

Information Services Director, City of Mercer Island

Mike is the IS Director at the City of Mercer Island and oversees the IT and GIS divisions. He has worked in IT since 2001 and in local government since 2004. He is currently the Vice President of the Association of County and City Information Services which represents the CIOs of cities and counties in Washington State. He has chaired the cyber security committee for ACCIS as well. Mike has a BA from WSU in the Management of Information Systems and holds several industry certifications including an MCSE, CISSP, and GCIH. Mike is currently working on the OSCP and GMOB certifications. In short he is a geek and loves security stuff.

David Morris

Chief Technology Officer, Cyber Security, State of Washington

David Morris is the Chief Technology Officer for CyberSecurity for the State of Washington Office of CyberSecurity. The Washington State Office of Cyber Security was created in 2015 in response to ever-increasing threats to individual privacy, infrastructure stability, and preserving the continuity of commerce in the event of a cyber-attack. The office is a part of Washington Technology Solutions (WaTech), the state agency responsible for central information technology services and policy for all state agencies.
David manages the Computer Emergency Readiness Team (CERT), Cyber Threat Intelligence Program (CTIP), and Digital Forensics Services (DFS). These teams provide proactive cyber defense, network assessments and incident response for organizations on the State of Washington government network. This group is comprised of professional cyber incident responders, forensics experts, and code analysts. Together they form a focal point for reporting, containment, and recovery of cyber security incidents.
David is a certified security professional with over 15 years of experience as an engineer and technical manager supporting a diverse range of complex network environments for government, private, and non-profit industries. David has a focus in security technologies with specialty and credentialing in digital forensics, ethical hacking and incident response.
David’s recent efforts are in building out a threat intelligence program for sharing information within a state-level Information Sharing and Analysis Center (ISAC). This program will provide machine-level information to ISAC members for the immediate strengthening of security defenses across the State of Washington.
In March of 2017, David was nominated for the 2017 Governor’s Award for Leadership in Management. He has been President of the Rainier chapter of ISSA for the past four years, and is an active member of the Seattle InfraGard Chapter and the High Technology Crime Investigative Association.

As an IT security veteran with more than twenty years of experience, Brian has worked in a variety of roles ranging from the building of standardized systems for a major aerospace firm which validate code security for external-facing web content - to being the technology director of enterprise BSA/AML and internal/external fraud detection technologies for what was formerly the nation's largest thrift. As a consultant, he's driven cloud security architecture and security policy & program development efforts as well as the implementation of critical IT security systems for a variety of clients in North America. He's currently adding value as a solutions architect and security champion for client organizations interested in using CenturyLink's IT security services for their on-premise, cloud or managed hosting implementations.

Chief Information Officer, Department of Natural Resources, State of Washington

Steve is an 18+ year employee of Washington State Government. He started in the administrative services world at the Departments of Labor and Industries and Social and Health Services before being appointed as Chief Information Officer/Assistant Director for Information Services at the Department of Personnel (DOP) in 2005. Steve’s first project at DOP was implementation of the SAP-based Human Resources Management System (HRMS) to replace the legacy PAY1 system for HR/Payroll. Steve currently serves as the Chief Information Officer/Division Manager for Information Technology for the Washington Department of Natural Resources.
