Solution Title: DMV Uses GIS to plan for future infrastructure needs
Problem: Determine the best locations of future DMV offices that will serve the needs of California's motorists.
Solution: GIS is an automated tool that graphically displays the residential lcoation of the customers served by each field office, resulting in a statewide map that shows the population service areas for each field office.

Benefit: Conducting spatial analysis resulting in statewide maps identifying the population service areas for our field offices allows upper management to determine future infrastructure needs and office locations.

Solution Title: OASIS - Online Assistance System for Insurer Submittals
Problem: The California Department of Insurance (CDI) regulates the insurance industry in California. Insurance companies submit applications to the deparment in order to conduct business in the State. These applications are reviewed by attorneys in our Corporate Affairs Bureau as well as financial analysts in our Financial Analysis Division and other staff in the department. Historically, documents have always been paper and payments have been made by check. Over 1,200 applications are processed through the department yearly, and thousands of pages of documents are handled by staff. The sheer volume of paper leads to handling, review, distribution and storage issues for the department as well as related issues for Insurance companies that submit the applications.
Solution: The California Department of Insurance has begun a paperless initiative and the OASIS project is one of the efforts of the Department to reduce and/or eliminate the use of paper in its operations. OASIS allows insurance companies to submit applications online and to make payments online with credit cards. These applications are then routed through an electronic workflow tool to CDI staff who review and process paperless applications. The solution eliminates issues related to paper and manual processes leading to a quick, efficient review cycle.
Technology: CDI partnered with Delegata Corporation of Sacramento to create the OASIS system. Applicants submit applications through the CDI website by using OASIS, a java based system designed and created by Delegata. These applications are then distributed to CDI staff by an automated workflow system using Serena Mashups.
Benefit: The benefits to the department include speedier, more efficient processing, the reduction of staff time that was used in handling and processing paper documents, as well as storage space required for the up to 1,200 applications received each year. Check cashiering is eliminated as payments are made by credit card. Insurance company applicants benefit by elimination of printing and shipping costs associated with paper applications.

Solution Title: Everyone Benefits Using Online Environmental Inspection Reporting
Problem: Local enforcement agencies (LEA) are mandated to submit solid waste facility inspection data to the California Integrated Waste Management Board (CIWMB). The existing, paper-based process was cumbersome, error-prone, and time-consuming for LEAs and CIWMB staff. Data was slow to be available to the public.
Solution: CIWMB implemented the Solid Waste Information System Digital Inspections Program (SWIS DIP) a secure, web-based application that allows LEAs to submit their inspection data in paperless, electronic format. The goal was to develop an approach based on standard industry technologies and practices that is accessible/adoptable by as many LEAs and their database vendors as practical. Users sign in with their Cal/EPA WebPass and enter data via web form or send data in the specified XML format.
Technology: The application was built using ASP.NET (and a CIWMB-developed framework including templates, security, etc.). Single inspections are submitted using an ASP.NET web form for data entry. Multiple inspections are submitted by sending an XML data file. “Real-time single or multiple inspection are submitted via XML to a web service.
Benefit: The system provides benefits to LEAs, facility operators, CIWMB staff, and the public. Improves accuracy and completeness. Web form validates entry. Batch submissions are validated against the XML schema. Decreases time to submit, review, and process data, making it available sooner to the public via the Internet. Digital photos and attachments are supported. Ability to generate professional-looking inspection reports. Does not mandate any particular business process or technology base. Low cost and minimal IT assistance.

Benefit: Open campus provides the public at commission meetings the ability to email, chat, twitter etc about the meetings broadening the reach of the commissioners to the public. It also provides staff with the ability to work anywhere - in their cubes, collaboratively in conference rooms or the cafeteria or from home allowing different divisions which have one piece of the regulatory puzzle to work those who have another. Thin client and terminal services provide ease of use regardless of location. Momentun is a "facebookish" application which has been rolled out internally to provide a space for groups of interest to form around worklife and personal life. Within the next year, collaborators outside the Commission will be invited into participate in work groups and issue discussions. Oracle cloud provides a quick way to pull up database functions on demand for just in time analysis as new information comes in form COUC divisions and our collaborative partners.

Solution Title: Solutions for GIS Data Sharing and Collaboration
Problem: High quality GIS data (e.g., accurate, geographically precise, complete and up to date) is often costly to capture and maintain and benefits greatly from collaboration. Subject matter experts with detailed local knowledge are typically scattered both geographically and organizationally. Engaging these disparate and dispersed sources of accurate, authoritative data presents significant challenges in design and operation of GIS solutions.
Solution: The latest tools from commercial and open source GIS software providers have reached a level of maturity where true enterprise geospatial solutions are now possible. Using web based GIS applications advantage can be taken of federated sources of data including the ability to catalog data sets to enable effective discovery and determination of appropriate use.
Technology: The California Natural Resources Agency and the California Department of Fish and Game are using ESRIs ArcServer 9.3 and open source GIS software to build and operate web based GIS solutions for use by GIS and subject matter experts in many organizations throughout California. Principal among these solutions is the California Atlas Geospatial Clearinghouse (www.atlas.ca.gov) and the Biogeographic Information and Observation System (http://bios.dfg.ca.gov/). The My Hazards web site (http://myhazards.calema.ca.gov) is a good example of a web based application that provides important information to the public which, if acted upon, will save lives and reduce damage from natural hazards. Both systems support broad access and use of GIS data and typify Web 2.0 solutions that are user maintained.
Benefit: Operating solutions that break down organizational stove pipes results in the capture and maintenance of high quality GIS data. Making this same GIS data broadly available positively influences decisions and actions at all levels of government and provides excellent transparency into government processes. These same technologies can be used to impart information important to public safety.

The Government Solutions Center is a showcase for celebrating and sharing successful government solutions. The Solutions Center exhibit area is located on the expo floor and gives government organizations the opportunity to share their high-quality, innovative applications with colleagues from both the public and private sectors. Space in the Solutions Center is complimentary to qualified government organizations.
Interested government department or agency must submit an application by the deadline and meet the following criteria:
• Solution/application primarily serves the public and is developed by a public sector agency (partnership with private sector is acceptable)
• Focuses on a technology-related application or solution
• Results or focus of solution relate primarily to benefits for the customer of the organization, rather than primarily on achieving an internal benefit to the organization
• Technology is innovative, practical or transferable to others
Recognition & Exposure
Most attendees visit the Solutions Center, providing the participating organizations the opportunity to talk to and share their successes with their peers.
Program Guide
A special section of the Program Guide is devoted to the Solutions Center. The Guide is free to all attendees.
Sharing of Ideas
The unique environment of the Solutions Center facilitates the exchange of successful technology solutions.
Each Government Solutions Center participant receives the following, free of charge:
• One 6' skirted table and 2 chairs
• 500 watts of electrical power
• Carpeted booth space in GSC area (standard booth is 10'x10')
• ID sign
• Certificate of Recognition
• Solution description in program guide
All expenses for additional items or services, such as a phone line or additional electricity, are the responsibility of the exhibitor.
Participation in the Solutions Center constitutes a partnership between your agency/organization and Government Technology Conference for the period of time leading up to and including the event.
We ask that you help to promote this event to your peers and associates by providing a link to our event Web site from your agency or organization's Web site. If you would like, a small .jpg will be provided to you for this purpose. Please include information about this event, and your participation in the Government Solutions Center, in internal newsletters and bulletins, distributing promotional materials to interested colleagues, and by word-of-mouth.
You will need to provide your own display materials. Displays can be as simple as handouts and literature; as complex as a PC and software demonstrations; or anything in between. Remember, you are trying to show your solution and how it works in the best way possible, with as little expense as possible. Some participants have suggested pooling resources with other agencies or departments or working with a vendor to supply the hardware/software.
Each participating organization is entitled to a 250-word description of their Solution. The description should be divided into 4 categories: The Problem, The Solution, Technology Involved, and Benefits. Please keep your descriptions limited to the 250-word limit (any description exceeding the maximum word count may be edited by Government Technology Conference).
Space in the Government Solutions Center is limited. To be considered, please submit your agency or organization's information. The deadline for submission is April 9, 2009. Government Solutions Center applications received after the deadline may not be included in the Program Guide.
Once your Solutions Center is approved for inclusion, Exhibitor Instructions, containing more complete information, will be sent to you.
