New York State Senate CIO Andrew Hoppin Awarded 2010 State CIO of the Year

New York State Senate CIO Andrew Hoppin recognized for modernizing IT operations, and building collaborative tools that allow citizens to participate in the legislative process.

New York State Senate CIO Andrew Hoppin was named the 2010 New York State Public Sector CIO of the Year for his innovative leadership, in an announcement Thursday, April 29, from state CIO Melodie Mayberry-Stewart.

Recognized during the 2010 CIO Academy in Albany, Hoppin was selected for "his exemplary leadership in moving the New York State legislative information systems into the 21st century," as well as providing a model for other public-sector institutions and national bodies to follow.

Hoppin was awarded by New York State CIO and Office for Technology Director Mayberry-Stewart. "Through the use of modern social media tools, and taking a head-on approach to overcoming challenges, Andrew Hoppin has made a significant impact on the New York State Legislature and its IT operations," she said in a statement.

Hoppin has taken a set of disparate New York government websites and developed a new communications infrastructure that allows elected leaders to communicate with and receive meaningful feedback from citizens. Hoppin has also shown strong leadership and developed a collaborative working environment to execute a strategic plan, according to the state CIO's office. Another achievement has been his contribution to the creation of the first open legislative platform to allow citizens to mark up legislation as it's being crafted by elected officials, bringing a new level of transparency to the process, along with an increase in civic engagement.

Finalists for the award included Adam Gigandet, CIO of the state Department of Motor Vehicles, and Nancy Mulholland, CIO of the state Department of Transportation.

The New York State CIO Academy is an annual event produced by Government Technology Executive Events, a division of e.Republic Inc., Government Technology magazine's parent company.
