From my experience working in city government, I can tell you that cities really do want to provide better service to citizens. The key is doing it while keeping operating costs low – which is not a small task. 

Agencies are constantly battling inefficiencies. Look at the City of Corpus Christi, Texas, which had several disconnected systems for managing public works and utility resources. It made it impossible to plan and be proactive.
