Integrity in Public Procurement: Good Practice from A to Z

May 15, 2007, By Gina M. Scott

The Organization of Economic Cooperation and Development today released a paper on public-sector procurement. The 175 page report, titled "Integrity in Public Procurement: Good practice from A to Z", is a "comparative overview of practices meant to enhance integrity throughout the whole procurement cycle, from needs assessment to contract management." The information was taken from various counties including Brazil, Chile, Dubai, India, Pakistan, Romania, Slovenia and South Africa among others.

The report covers issues such as e-procurement, and gives examples of ways to keep a level playing field in such circumstances. "The nationwide integrated Korea Online E-Procurement System (KONEPS) enables online processing of all procurement from purchase request to payment. Through the digitalized system, customer organizations and companies are involved in scrutinizing the way public funds are managed in the procurement process."
