On top of plans to consolidate the state's vast IT systems, CIO Mike Locatis and his team are dealing with a string of IT failures that stem from the previous administration. The IT problems include:

· Department of Transportation (DOT): Sixty percent of DOT staff said they want their one-year-old, $38 million computer system fixed or scrapped.
· Vocational rehabilitation: Colorado halted development of a $4.5 million computer system in 2007 and has not decided whether to repair or drop it.
· Vehicle registration: Colorado pulled the plug on the $10 million vehicle registration system last year. The Department of Revenue is overhauling the computer's functionality.
· Unemployment insurance: Colorado lost $27 million on this system, which former Gov. Bill Owens shut down because it had a 20 percent error rate. The Department of Labor is trying to simplify its workflow before retrying the system.
· Welfare benefits: Colorado paid EDS $223 million to develop a case management system that has been plagued by errors, which have left some recipients without critical cash.
