Maine Budget Includes Consolidation of State IT

Maine Gov. John E. Baldacci -- in announcing his biennial budget proposal for fiscal years 2010-11 on Friday -- included a "consolidation of information technology operations within state government."

The consolidation initiative, said CIO Richard B. Thompson, requires the CIO to review the current structure for the delivery of information technology across the Executive Branch with the objective of further improving organizational efficiency and cost-effectiveness and authorizes the CIO to manage and operate all Executive Branch information technology systems from a consolidated account.

This new language (if passed), said Thompson, will strengthen the original consolidation language of 2005, enhances strategic planning and architecture initiatives, and supports a streamlined funding process by making the CIO responsible for technology investment and resulting systems.
