Val Oveson Reveals Upcoming Utah Projects

Utah Chief Information Officer Val Oveson talked at length regarding upcoming projects and the history of IT in Utah during a Center for Digital Government Executive Teleconference today. Oveson described current projects and the makeup of the CIO Council in Utah, including how to sell to them, before discussing some of his upcoming projects. Teleconference information included:
Oveson described the Electronic Resource and Eligibility Product (eREP), an ongoing three agency health and human services project. He said, "the next big project to come out of Utah will be an RFP to convert the Medicaid program in Utah to that system." That project will be followed by many of the other agencies in Utah converting to the eREP system.
Utah Gov. Olene Walker has made one of her top five priorities the Utah Wireless Integrated Network (UWIN) project. The project is a wireless intergovernmental network that will provide seamless, coordinated, and integrated communication for local, state, and federal agencies. It is a continuation the 800mhz communications system. This will expand into the 700mhz range and be handled by a local/state consortium that handled the 800mhz roll out before the Olympics. The system will include wireless voice, video and data communications. Walker has set a goal of July 1 for making major progress on that system and Oveson said that there will be some investments in this area in the next six months.
Utah will also be trying to move its online forms to an enterprise-wide system. Right now only select agencies have put forms online.
"I am looking to prepare an RFP in the next month or so for some consulting on portfolio management," said Oveson. "We have a weak portfolio management process, I'm looking to strengthen that process, add some discipline and train the different departments." He said he wants to broaden the scope of portfolio management so that the governor can have more control over what the state is doing in IT.
Oveson indicated that there is a possibility of legislation to create a study of IT throughout the state. This study would use the Virginia blueprint that created VITA. The Utah Legislature convenes on January 19 and runs through March 1. Oveson is hopeful that this study will be funded before March 1.
