John M. Bailey, Connecticut chief stateís attorney, exercises statewide criminal jurisdiction and is responsible for the legislative, administrative and budgetary functions of the Division of Criminal Justice. He was recently named chair of the Governorís Law Enforcement Council, the first ìcrime cabinetî of its kind in the country, and is secretary of the National District Attorneys Association.


Cy Cole, a former Colorado law enforcement officer, is vice president of sales and marketing for International Public Safety (formerly Intergraph Public Safety).



Marc Klaas is the father of murder victim Polly Klaas. Upon the discovery of his daughterís body, he gave up a lucrative business as a Hertz franchise owner to concentrate his efforts on stopping crimes against children and ending child abuse. Klaas has been instrumental in the passage of five California state anti-crime bills, all designed to increase the protection of children.


Joseph D. McNamara, once a New York City beat patrolman, rose through the ranks, became chief of police of San Jose, Calif., and obtained a doctorate from Harvard. He has written five books, and since 1991 has been a research fellow at Stanford Universityís Hoover Institution.


David J. Roberts, deputy director of SEARCH, supervises the design, development and implementation of SEARCHís Systems and Technology program and Research and Statistics program. Under Robertsí direction, SEARCH has developed computer-based public domain criminal justice management information systems, and a nationally recognized training program.


Judge Jeffrey Rosinek, 11th Judicial Circuit of Florida, is a member of the Dade County Youth Relations Board and a member of the South Miami-Kendall Bar Association, where he organized and initiated the Pro Bono program. He is also president of the American Judges Association and chairperson of the Board of Governors.


George B. Trubow is a professor of law at The John Marshall Law School, where he teaches information law and policy, cyberspace law, privacy law and computer law. Trubow directs the Center for Information Technology and Privacy Law, and is a consultant on privacy to the U.S. Treasury Departmentís Financial Fraud Institute.
