The report -- Barriers to Broadband Adoption: a Report to the Federal Communications Commission -- was released by the Advanced Communications Law & Policy Institute (ACLP) at New York Law School and was prepared in coordination with staff of the Omnibus Broadband Initiative (OBI) for use in the development of the FCC's National Broadband Plan.
