Less than two years remain before the 2014 deadline for states to begin operating health benefits exchanges under the terms of the Affordable Care Act, the Obama administration’s health-care reform law. In this video, Greg Franklin talks about some of the challenges facing California as the state prepares to launch its exchange and extend new health coverage to an estimated 7 million people. As deputy director of health information technology for the California Technology Agency, Franklin is the state’s point man for health IT standards and policies.
