
Gov. Gray Davis signed legislation establishing uniform standards for conducting electronic transactions in California. SB 820, by Sen. Byron Sher (D-Palo Alto), enacts the Uniform Electronic Transactions Act that institutes rules and procedures for sending and receiving electronic records and signatures. This bill makes valid all transactions formed, transmitted and recorded electronically, but excludes from coverage transactions subject to laws on wills or trusts.
"Every day, 27 million purchases are made over the Internet and by 2003, it is estimated that there will be $3.2 trillion in global electronic commerce," Davis said in a press release. "California's high-tech community and consumers will benefit greatly from SB 820."
Other related bills signed by the governor include SB 658, by Sen. Betty Karnette (D-Long Beach), and AB 893, by Assemblywoman Elaine Alquist (D-Santa Clara), requiring Internet postings of information for consumers and voters.
