A New Model for Human Resources: Realizing the Potential of the Government Workforce

Government resources are often thought of in terms of what is delivered or seen, like services and programs. But it is the skilled workforce behind these assets that are so valuable. Yet, when budgets are tight, back office functions are usually the first things cut  and the valuable skilled workforce supporting these functions can be laid off or furloughed. However, new models are emerging where businesses — and now government — are replacing transactional tasks and manual processes with alternative systems, either implementing new technology coupled with the offloading of transactional tasks to a service provider or partnering with a private sector vendor to take on these tasks and the administrative process entirely. This issue brief explores these new models and outlines a strategic approach on how to get there. The end result for government is cost savings, and freeing up governmental workers for more strategic and value-added job responsibilities.
