NEXT MOVE FOR GOVERNMENT NETWORKS: CONVERGENCE


To provide the public with more services while spending less of the taxpayer's money is an old and ongoing conundrum for government that has spawned some creative and dramatic solutions. From irrigation water delivered by Roman aqueducts to raw materials and goods delivered by interstate highways and information and services delivered by way of the Internet, government facilitation and implementation of "the next big thing" has been fueled in large part by the mundane but relentless quest for "effective" and "efficient."


This white paper looks at the next big thing in information communications: the convergence and interoperability of discrete networks and networking technologies. It investigates how migration toward a converged any-to-any network can improve communications and advance the delivery of voice, data and video services. It also investigates how operating diverse services through a single converged network can lower capital investments, reduce operations costs and simplify network management. Finally, this paper looks at some best practices in planning for and implementing converged networks so that the new capabilities continuously increase agencies' ability to provide services better, faster and cheaper.
