The current economic crisis is exerting tremendous pressure on state and local governments across the nation. S tate budgets that once seemed immune from national economic fluctuations are now in turmoil with record deficits and rapidly declining economic indicators. According to the National Governor’s Association, numerous states are anticipating negative economic growth in fiscal year 2010, with most planning spending reductions ranging from 5 to 10 percent and cuts in major programs such as Medicaid, public assistance and education.
