Answer: California Lt. Gov. Gavin Newsom

On Feb. 7, Newsom's book, Citizenville: How to Take the Town Square Digital and Reinvent Government, will hit the shelves -- and he'll begin his national book tour, which includes interviews with Jimmy Kimmel, Stephen Colbert, Charlie Rose, Piers Morgan and Bill Maher, the Sacramento Bee reported.

The book, according to the Bee, is "Newsom's proposal for how the tech-savvy private sector can help change what he views as stubbornly technophobic local, state and federal governments and 'transform democracy' to make it more responsive to the citizenry."

Newsom's vision is that government must elevate itself to where information is "accessible anywhere, any time on any device," he writes.

"We need to change that outdated dynamic between the government and the citizens," Newsom told the Bee.
