HHS-Connect is a multifaceted IT initiative that involves numerous working parts. Some of those parts run on legacy systems, others on the latest versions of various technologies.

The most prominent door into HHS-Connect is through ACCESS NYC, the city's Web site for determining benefits eligibility. ACCESS NYC is a client portal that lets residents create a client account; screen themselves for 35 federal, state, and local benefits they may be eligible for; apply online; and print prefilled applications. Recently the project enhanced the relationship between the city's online 311 service and ACCESS NYC to ensure that residents have the most information possible at their fingertips.

ACCESS NYC uses Cúram Software for its social service engine and technology from Oracle and Sun for its infrastructure. The Common Client Index, which is built with IBM software, will act as a framework for sharing client information throughout the city's many health and human services agencies that participate in HHS-Connect.

In addition to using ACCESS NYC, clients and caseworkers eventually will be able to use other channels into HHS-Connect, including mobile platforms, interactive voice response and a host of different portals.

HHS-Connect's technical architecture uses six categories of technology, involving an array of products from large and small vendors:

  • Systems Development Life Cycle -- Clarity from CA; Eclipse; Rational from IBM; SQL Developer from Oracle; StyleVision and XMLSpy from Altova; Toad Development Suite from Quest; LoadRunner and QuickTest Professional from HP
  • Domain Application -- Cúram Software
  • Enterprise Applications -- FileNet, MDM Server, Infosphere Information Server and Websphere Message Broker from IBM; Web Center Suite and Business Intelligence Enterprise Edition from Oracle
  • Enterprise Security -- SiteMinder from CA; Identity Manager and eDirectory from Novell; DataPower from IBM
  • System Infrastructure -- Hardware and Solaris Software from Sun; Weblogic Server and Oracle RDBMS from Oracle.
  • System Management -- xVM Ops Server from Sun; Tripwire Enterprise from Tripwire; Foglight from Quest
