Dr. Daniel Chan Named New York State Public Sector CIO of the Year

The design, development and successful implementation of myBenefits took place in less than 17 weeks.

Yesterday, at the annual GTC East conference in Albany, N.Y., the New York State Public Sector CIO of the Year award was presented to Daniel Chan, Ph.D., CIO of the New York State Office of Temporary and Disability Assistance.

Chan has demonstrated exemplary leadership and vision to guide ODTA staff toward a customer service vision, where the business/program needs drive the system design and development portfolio. Under Chan's leadership, New York is building the technology framework to further its commitment to provide low-income working families with increased access to benefits and services. With his strategic vision, the design, development and successful implementation of myBenefits took place in less than 17 weeks. The vision of myBenefits -- to provide a single site for New York state's families and community partners to connect with benefits services and work supports through an e-government hub for human services -- is already being realized. In support of Governor Paterson's Working Families Food Stamp Initiative, Chan ledODTA's development of a Web-based tool for pre-screening potential applicants' eligibility and an online food stamp application process. Chan serves on the Board of the New York State Broadband Initiative and is the chair of the NYS Broadband Council's e-Government Applications Team.
