As he presses ahead with an ambitious IT transformation plan, Illinois CIO Hardik Bhatt isn't starting from scratch. At the annual NASCIO conference in Orlando, Fla., Bhatt talked to Government Technology about the importance of learning from the experiences of other states. In one example, he applied lessons from Indiana, a state leading in analytics, in crafting a memorandum of understanding aimed at facilitating data sharing among 13 state agencies in Illinois.
