The 2011 Annual Conference drew a record 601 attendees.

Retired U.S Navy Commander Kirk Lippold addresses the NASCIO conference Monday on leadership. Lippold was commander of the U.S.S. Cole on Oct. 12, 2000, when the Navy destroyer came under terrorist attack in Yemen. The attacked killed 17 sailors, but quick thinking by the commander and crew saved the vessel.

The U.S.S. Cole was in the port of Aden on the morning of Oct. 12, 2000 being refueled when a suicide attack rocked the ship. Commander Kirk Lippold was doing routine paperwork when he felt a “thunderous explosion,” he said. Al-Queda terrorists had attacked the Navy Destroyer using a boat filled with explosives. The blast blew a 40 foot by 40 foot hole in the side of the ship.

A NASCIO panel on Monday explored emerging technology trends ranging from social media to data analytics.

Paul W. Taylor, e.Republic’s chief content officer, moderated a Monday NASCIO session on new technology trends and solutions.

Andrea Di Miao, vice president of Gartner Research, said government transformation efforts tend to focus on processes and citizen demands -- but they often ignore a critical component: government employees. “Change often comes from the people who work for government,” said Di Miao, during a panel Monday on technology trends. “We need to empower these people to be part of the transformation, not victims of the transformation.”

Chris Dixon, manager of state and local industry analysis for Deltek, said business intelligence and analytics have huge untapped potential for governments. “Governments are sitting on huge amounts of data that could be used to make them more efficient and effective,” he said, during a Monday session on technology trends. “We’re really still in the primordial slime on that. I think we’re seeing the tip of the iceberg with what we can do with business intelligence.”

Thom Rubel, vice president of research for IDC Government Insights, said government must make itself more relevant in social networks. “Government needs to be in a position where people want to have relationships with it,” said Rubel, during the NASCIO new technology panel. “You need to create communities of interest around health care and other topics where government can acts as a facilitator.”

Oklahoma CIO Alex Petit, in the audience for the technology trends session Monday, said social media can provide vital feedback on transformation efforts. “I’m quite interested in social media,” he told the panel. “We see it providing feedback in our personal lives and in private businesses. We’re not seeing it in government.”

More than 20 NASCIO sessions and keynotes cover a broad range of technology and leadership topics.
