Philip Baughn Appointed Kentucky's CIO

Kentucky yesterday announced that Philip Baughn has been appointed the commonwealth's CIO and commissioner of the Commonwealth Office of Technology (COT).

According to a release from the Commonwealth Finance and Administration Cabinet, Baughn was an employee of Gray Construction, Lexington, and group director for operations and technology for the Council of State Governments in Lexington, and worked for a number of software and IT services companies.

"Phil understands technology and how it can improve productivity," said Finance and Administration Deputy Secretary Lori Flanery, who has been filling in as interim commissioner of COT. "We are expecting great things and know he will be a valuable resource to our administration."
