Why did the FBI plant audio recording devices around the San Francisco Bay Area?

Answer: to listen for illegal activity

A recent report from CBS revealed that between March 2010 and January 2011, the FBI planted bugs under rocks, inside trees and inside city equipment during the course of an investigation to catch people suspected of real estate investment fraud.

The incident raises issues of privacy, and when and where law enforcement should be allowed to survey its citizens. In this case, the FBI was not required to obtain a warrant to plant its spying equipment.
