How is one local Spanish law enforcement agency punishing dog owners for not picking up their pets’ waste?

Answer: mailing it back to them

A law enforcement agency in Madrid, Spain, hired 20 agents to follow dog owners who did not pick up after their animals. The agents would then strike up casual conversations with the dog owners, inquiring about the dog’s name and breed, Springwise.com reported. That information would then be checked against the town’s database of registered dogs, and the waste would be mailed back to the owner, marked as property from the “Lost & Found Department.”
