Philip Steel, a resident of  Deer Trail, Colo. -- population 550 -- proposed a local ordinance that would put a $100 bounty on government drones that fly overhead. The ordinance, which will be accepted or rejected on Aug. 6, would require interested residents to acquire a $25 “drone-hunting” license.
