Which organization is funding development of portable brain-reading devices?

Earlier this year, the DoD awarded four companies grants through the Small Business Innovation Research (SBIR) program to develop cheap, wearable systems that can detect people’s brainwaves and display the results on a mobile device. While initial designs are not anticipated to reveal the exact thoughts of a person, signals such as recognition, surprise, confusion or anger are detectable within the realm of today’s science.
